About this file

This document is a Single Source Justification (Simplified Acquisition) for the 316th Contracting Squadron, detailing a sole-source procurement of software licenses for the Aircraft Performance Group's iPreflight Genesis Performance electronic takeoff and landing data (eTOLD) iPad application. The software is specifically designed for C-37A/B aircrews, providing offline access to calculate takeoff and landing data under changing environmental conditions, aircraft configurations, and runway scenarios. The application is uniquely approved by Gulfstream and meets FAA airworthiness requirements, with no comparable alternatives available.

The procurement is being conducted under FAR 6.302-1 for "Only One Responsible Source," with the contract awarded directly to Aircraft Performance Group, LLC. The justification indicates the software enhances flight safety by allowing crews to recalculate performance data without internet connectivity, reducing data entry mistakes and calculation time. The document notes that the justification will be publicly available on SAM.gov within 14 days after contract award, with potential responses from interested vendors to be considered. The estimated contract cost is listed as $0.00, and the intended use supports airlift operations for the National Command Authority.

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 316th Contracting Squadron

Project/Program Name: Aircraft Performance Group iPreflight Genesis Performance Software Licenses

Purchase Request / Local ID Number: F1D1015069A001

Estimated Contract Cost (including Options): $0.00

Section B: Description of the Supplies/Services Required

This requirement is to procure software licenses for proprietary electronic takeoff and landing data (eTOLD) iPad application iPreflight Genesis Performance from Aircraft Performance Group LLC (APG) for use by C-37A/B aircrews. The iPad application will allow offline access to eTOLD to allow crews to instantly re-compute data to account for changing environmental conditions, changes to the aircraft configuration, and changes to the assigned runway, ad hoc runway analysis for alternate airports or revised clearances. Several commercially available iPad applications allow for only basic eTOLD calculations. However, the requested app will provide for an increased margin of safety by producing TOLD to account for current conditions without the need for internet connectivity, allowing crews to recalculate TOLD accurately and safely when weather conditions and/or expected runway changes after the aircraft has left the chocks. Furthermore, the application will require less user inputs and thus reduces the risk of data entry mistakes resulting in an increased margin of safety and reducing the time spent performing takeoff and landing calculations.

Section C: Justification for Soliciting from a Single Source or Brand Name

The Aircraft Performance Group, LLC eTOLD software, iPreflight Genesis Performance, is the only application approved for use by the C-37A/B manufacturer, Gulfstream, for use on the C-37A/B in compliance with Federal Aviation Administration (FAA) aircraft airworthiness requirements. Furthermore, this software is the only AMC/A3V approved aircraft performance data for computer or iPad applications for the C-37 Electronic Flight Bags (EFBs). As a result, there are currently no other eTOLD programs or iPad applications that meet C-37 EFB eTOLD software functionality requirements. The C-37 fleet is tasked with performing airlift operations supporting the National Command Authority. The contract will be awarded IAW FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.

Section D: Efforts to Obtain Competition

Market research has been and will continue to be conducted to determine if there are any other available sources to provide this requirement. Market research found that only iPad software from APG met the requirements of using their proprietary aircraft performance data and application functionality.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

In accordance with FAR 6.305, when using FAR 6.302-1 as the basis for limiting competition, the justification shall be made publicly available within 14 days after contract award. This justification shall be made publicly available via SAM.gov. Responses received from capable and interested vendors as a result of that posting will be considered.

Section F: Contracting Officer's Determination

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
