Question Government Response

Is there a percentage specifically in which the Prime must provide work to minority owned businesses?

In accordance with Section L 29, Subfactor C - Small Business Utilization (SBU) item A (4), Offerors are encouraged to propose goals that are equivalent to or greater than those that the Contracting Officer has recommended However, Offerors shall perform their own independent assessments of the small business subcontracting opportunities and are encouraged to propose goals exceeding the recommended goals where practical.

Please refer to item A (2) for the Contracting Officer’s assessment of appropriate subcontracting goals for this acquisition

The DRFP states maximum ordering value of $329M and the Industry Day Charts state $353M, which is correct?

The anticipated maximum ordering value at the time of Industry Day was $329M The Industry Day Charts were updated prior to posting on SAM gov

There has been significant reduction in the funding for in-house hours missions at Goddard, so do you anticipate the GPM to reflect that reduction in FTEs as a result, or will the GPM reflect more like a peak capacity?

The GPM will be updated in the Final RFP to reflect revised funding and labor estimates

4 Can you comment on the impact of any lab consolidations?

There has been no official direction that would impact the ETIS IV requirement on this topic at this time

Does the POP run for 1-Year independently or does it sync w/contract years? The POP for the contract will be 5 years Yes, task orders do sync with contract years

With the ceiling as high as it is, how much value is reasonable to assume could be used? Is this consideration of consolidating ETIS IV into another contract or vice versa?

The maximum ordering value will be updated in the Final RFP No, ETIS IV will not be consolidated into another contract or vice versa

Will the Government Make Todays Industry Day attendance available on sam gov within the next week? Yes, the Government has made the industry day attendance available on sam gov

Does NASA, the ETIS Prime or some other entity administer and maintain TIMIS? NASA maintains TIMIS

Given budgetary challenges, what does the testing & Integration profile look like over the next POP?

It was noted at industry day that the Government does not have enough information to answer this question Since then, the GPM and estimated contract value will be updated with the release of the Final RFP The Final RFP will reflect the current expected testing and integration profile

Integration & testing program scenario (aka (2) subfactor A) Where exactly is "Paragraph 3" located?

Subfactor A - Technical approach, Item A 1 Scenario, Paragraph 3 discusses the Integration & Testing Program information on page 143 of the Draft RFP

What level of ratings do we have across our clean room, for example the one on the tour was 10,000 but they are not all 10,000? Which standards or regulations are we adhering to for our cleanrooms? Assuming there is a sampling program in place

Clean rooms are anywhere from ISO 6 to ISO 8 We follow ISO 14644 (latest edition), IEST 1246 (latest edition) and there is a NASA 549 working instruction in place There is a sampling program in place

12 Will there be a public copy of slides? Yes, all Industry Day slides have been be posted on sam gov

Small biz utilization, how will that be enforced for a lack of better words?

The Offeror's small business utilization approach and the credibility of the approach will be evaluated based on the solicitation's small business utilization criteria During contract performance, successful performance in meeting small business subcontracting goals will be considered as part of the award fee evaluation and annual CPARS evaluations

Can a small business get credit and performance feedback for subcontract performance from the Government on a contract, rather than getting performance feedback from the prime contractor?

Typically, the best source of performance feedback (including the past performance questionnaire) for a subcontract is the prime contractor Yes, if a small business performed subcontract work under a prime contract they may reach out to the Government to obtain a past performance reference for the work they performed However, it should be noted that the Government's contract is with the Prime Contractor and the Government may not have adequate insight into subcontractor performance to provide feedback NASA will typically request prime contractor feedback on any subcontracts submitted as part of the past performance evaluation
