COMBINED SYNOPSIS/SOLICIATION ‘COMBO’
673d Comm - VeEX Ethernet Test Set
(i) This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
(ii) Solicitation FA500024Q0083 is issued as a Request for Quote (RFQ). Only written offers will be accepted (oral offers will not be accepted).
The Government intends to establish a single firm fixed priced contract resulting from this solicitation to the responsible contractor whose quote is most advantageous to the Government, price and other factors considered.
All firms or individuals responding must be registered with the System for Award Management (SAM)
IAW 52.204-7.
(iii) FAR clauses and provisions enclosed within this RFQ are those in effect through Federal Acquisition Circular (FAC) 2024-06, effective 08/29/2024, DFARS change 08/15/2024, and DAFAC change 2024-0612 effective 06/12/2024, all are available in full text through http://www.acquisition.gov/far/.

(iv) Notice to Offeror(s)/Supplier(s): The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
Any changes to this solicitation and any resultant contract must be completed in writing by the Contracting
Officer. Changes made that are not authorized by the Contracting Officer are done at the risk of the contractor, to include costs. The Contracting Officer is the only government representative authorized to change the terms and conditions of this requirement.

(v) Purpose:
a. The 673d Communications Squadron has a requirement for the item(s) listed below.
b. Please complete this form and submit your offer via the directions listed below.
c. This announcement constitutes a Request for Quote. This is not to be construed as a commitment by the Government. All information is to be submitted at no cost to the Government.
** All proposed items must be in accordance with Attachment 1 –Specifications. **
(vi) Description of Agreement:
a. The 673rd Contracting Squadron at Joint Base Elmendorf-Richardson, Alaska, will award a single contract resulting from this RFQ to the responsible offeror that offers the approved commodity, is technically acceptable and is found to be the best value to the Government.
(vii) Invoicing:
a. An individual invoice shall be provided for each delivery in WAWF.
WAWF is the primary method of payment and instructions are listed in the clause section below.
(viii) Supplies or Services:
a. The government intends to establish a firm-fixed price contract for the following:
i. 2-each - VePAL TX340s-100GX Universal 100G Test Set.
ii. 2-each - VePAL MTX150 - Multi-service Test Set with 2x Bantam, 3x BNC, 1x SFP+ and
1xRJ45 test interfaces.
iii. 2-each - Z66-00-091G Datacom Interface module (built-in) and Datacom Testing functions.** To include Interface adapters as needed to complete test set.**
iv. 2-each - D03-00-121P MTX150 2 Year Extended Warranty (Total 3 Years from initial purchase)
v. 2-each - F02-00-013G DVI-I/D(Male) to V.24/RS232 DB-25 pin (Female) - DCE Cable
vi. 2-each - F02-00-014G DVI-I/D(Male) to V.24/RS232 DB-25 pin (Male) - DTE Cable
vii. 2-each - F02-00-015G DVI-I/D(Male) to V.36/RS449 DB-37 (Female) - DCE Cable
viii. 2-each - F02-00-016G DVI-I/D(Male) to V.36/RS449 DB-37 (Male) - DTE Cable
ix. 2-each - F02-00-017G DVI-I/D(Male) to V.35 M34 (Female) - DCE Cable
x. 2-each - F02-00-018G DVI-I/D(Male) to V.35 M34 (Male) - DTE Cable

b. FAR 52.212-1 Instructions to Offerors – Commercial Products and Commercial Services (Sep 2023) applies to this acquisition and is hereby incorporated by reference, with the same force and effect as if it were given in full text. The following have been tailored to this procurement and are hereby added via addendum as paragraph (m) of the provision:
i. Quote Preparation Instructions.
1. (1) To assure timely and equitable evaluation of quotes, vendors must follow the instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this solicitation, attached specifications, and any additional documents.
2. Specific Instructions.
a. Technical Acceptability – Submit product specifications of the item being submitted in sufficient detail to evaluate compliance with the requirements in the solicitation and attached specifications (to include brand name justifications as applicable).
b. Price – Submit one (1) copy of a price schedule.

c. FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov 2021) applies to this acquisition and has been tailored as provided below:
i. The government will award a contract resulting from this solicitation to the responsible offeror whose quote confirming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
1. Price
2. Technical Acceptability
ii. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the quote, shall result in a binding contract without further action by either party. Before the quote’s specified expiration time, the Government may accept a quote (or part of a quote), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before an award.

d. Addenda to FAR 52.212-2 Evaluation – Commercial Products and Commercial Services (Nov
2021) The following is hereby added via addendum as paragraph (c) of the provision:
i. Basis for Contract Award – Award will be made to the lowest evaluated price that meets the acceptability standards for non-priced factors. The Government will evaluate price factors and intends to make award without further interchanges with offerors, but reserves the right to, if deemed in the best interest of the Government. Quotes that fail to conform to any of the solicitation terms and conditions may be excluded from contract award consideration. The evaluation process will include the following:
1. Price
a. The Government will rank all quotations by price. Award will be made to the lowest priced quotation that meets the acceptability standards for non-price factors.
b. Technical Acceptability (ii) The Government will evaluate quotes on a pass/fail basis and assign an Acceptable of Unacceptable rating as described in Table 1 below:

Pass The vendor provides required items meeting the specifications contained within the solicitation, specifications, and any additional documents.
Fail The vendor does not provide items that meet the specifications contained within the solicitation, specifications, and any additional documents.

e. No additional contract requirements apply to this acquisition.
f. A Defense Priorities and Allocations System (DPAS) assigned rating does not apply to this acquisition.
g. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.
(ix) NOTICE TO ALL INTERESTED PARTIES

i. 2:00pm Alaska Standard Time (AKDT) on 20 September 2024.
ii. All questions will be posted and answered by amendment following this date.

(x) Delivery and Installation Requirements
a. Installation Operating Hours: Normal operating hours are 7:00 A.M. through 4:00 P.M. AKDT Monday through Friday.
