DEFENSE THREAT REDUCTION AGENCY
8725 JOHN J. KINGMAN ROAD, STOP 6201
FORT BELVOIR, VA 22060-6201
EXCEPTION TO FAIR OPPORTUNITY JUSTIFICATION
1. Nature and/or Description of the Action
The Defense Threat Reduction Agency (DTRA) contracting activity proposes to procure, without requesting proposals from all eligible awardees under the agency's Weapons of Mass Destruction (WMD) multiple award Indefinite Delivery/Indefinite Quantity (ID/IQ), an effort entitled, "Targeting/W eaponeering Assistance Cell (TW AC) Analysis Support." Applied Research Associates (ARA) will be the only WMD ID/IQ contractor solicited to provide the required technical effort.
2. Description of the Supplies/Services Required
The Contractor shall provide analysis and developmental support for a TW AC capability for DTRA in support of the Combatant Commands (CCMDs)
The primary objective of this effort is to provide the technical expertise, engineering, and integration support to DTRA in developing, implementing, and maintaining a TW AC, This effort continues the ongoing research and development (R&D) support of the TW AC to DTRA under the previous ARA task order HDTRA l-l 4-D-0003-0004.
This task order is expected to be in place no later than April 2019, with a planned base period of performance of24 months with three 12-month options with optional surge support tasks, allowing for support through April 2024. The potential total estimated value of the effort for the base period, option years, and surge options is $30M. This estimate is based on an assumption of 12 FTE over the contract period of performance, including base support tasks and optional year support tasks.
3. Exception to Fair Opportunity
FAR l 6.505(b )(2)(i)(C), the order must be issued on a sole-source basis in the interest of economy and efficiency as a logical follow-on to an order issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order.
4. Justification Rationale
The current TW AC task order, HDTRA l-l 4-D-0003-0004, was competitively solicited and awarded to ARA under the new CWMD IDIQ. ARA was the only company to respond to the Request for Proposals (RFP).
The scope of the current, ongoing effort is the same as the proposed follow-on effort, and requires contractor TW AC personne gained by ARA TW AC personnel during the current task order periods will provide value by saving the government time and money. If the award was made to a nonincumbent, costs of approximately $3M would be incurred to retrain and equip new personnel to become subject matter experts (SME) in Hard Target Defeat, WMD Defeat, and Targeting/Weaponeering. Further, it would take roughly 4-6 months to bring a new contractor up to speed. This delay would be very disruptive to the program, and DTRA's ability to successfully complete its mission.
5. Market Research
Market research was accomplished in accordance with DTRA Market Research How-to-Guide v3 August 2017 (CAE Approved). The market research was conducted on the Federal Procurement Data System - Next Generation (FPDS-NG), FedBizOpps, and Inter Agency Contract Directory. The search revealed only ARA had the relevant experience in-
Additionally, an RFI was sent to all ID/IQ holders on 25 May 2018, to which ARA was the only respondent.
6. Other Supporting Facts
The ARA TW AC personnel are integrated at various military bases, and organizations that have a HDBT/WMD defeat contractor personnel also have intimate knowledge and unique expertise using DTRA developed HDBT/WMD defeat mission planning tools that would require a minimum of one year for a new contractor to become proficient at using to support operations. It is estimated that it would require approximately $3M over the 24 month base period of performance above and beyond the current TW AC contract to reconstitute the capabilities under a new contractor with no new R&D being performed for 4-6 months. This is based on 12 FTE at $250k each for a period of one year.
7. Subsequent Actions
It is likely that the TW AC Analysis Support will continue beyond the end of the proposed contract effort in April 2024. Current and future requirements are anticipated to be a R&D funded effort. It is anticipated that as HDBT/WMD defeat technologies mature, and are transitioned operationally, more contractors will have the required expertise to competitively bid on future proposals.
