About this file

This is a Sources Sought notice issued by the Department of the Air Force for a sole-source contract modification.

The Air Force Life Cycle Management Center (AFLCMC), Electronic Systems Directorate, Force Protection Division at Hanscom Air Force Base intends to award a bilateral, sole-source contract modification to Johnson Controls Building Automation Systems (JCBAS) for modernization of the Lackland Air Force Base Integrated Base Defense Security System (IBDSS). The requirement includes procurement of hardware and software, as well as design and installation of upgraded equipment. JCBAS currently provides on-site operational sustainment and maintenance at Lackland AFB and is executing parallel modernizations across the AFLCMC Central Region. The Government's market research, including data from an enterprise follow-on IDIQ Industry Day, confirms multiple vendors possess the ability to meet this requirement; however, JCBAS is deemed the only responsible source capable of fulfilling this specific modernization without introducing unacceptable operational delays to base defense or duplication of costs not recoverable through competition, per RFO 6.103-1(c)(2). Procuring activity is AFLCMC/ESSK at Hanscom AFB with place of performance at Lackland AFB. The PSC is 6350 and the NAICS code is 561621 with a $25 million size standard. Foreign participation is not permitted per DAFMAN 16-201.

Interested responsible sources may submit a Capability Statement via searchable PDF email to Contracting Officer Brittany Colton at brittany.colton@us.af.mil no later than 3:00 p.m. EST on November 20, 2026. The Government will not pay for information or administrative costs incurred in response to this notice. The Government reserves the discretion to determine whether to conduct a competitive procurement or proceed with the sole-source modification based on responses received.
