About this file

The Essayons Qualification Checklist is a detailed document specifying physical and facility requirements for a ship repair facility seeking to establish a Master Ship Repair Agreement (MSRA) with the U.S. Army Corps of Engineers Portland District. The checklist outlines comprehensive technical specifications for dry-dock capabilities, including water depth requirements (minimum 25 feet), lift capacity (7,500 long tons), wing wall clearances, electrical services (1200A, 480V AC), compressed air and water services, crane capabilities (10,000 lbs lift capacity), and provisions for temporary office space. The checklist provides specific technical parameters across three main categories: Overall Physical Requirements, Dry-dock Specifications, and Facility Capabilities, with checkboxes for potential vendors to demonstrate compliance with each detailed requirement.

This qualification checklist is part of a Sources Sought synopsis for ship repair services for the USACE Dredge ESSAYONS vessel, with anticipated job order activities scheduled for July 2025 and contract award by August 2025. Interested contractors must submit detailed documentation including CAGE Code, Unique Entity ID, small business status, Statement of Capability, teaming arrangements, and demonstrate experience with five similar maritime repair projects meeting specific cost and technical scope requirements. The procurement is targeted at NAICS Code 336611 (Ship Building and Repairing) and requires vendors to be registered in the System for Award Management (SAM), with technical inquiries to be submitted to Brandon Lasich and Ian Lutjens at the Portland District.
