About this file

This is a Notice of Intent for market research purposes published by the U.S. Army Corps of Engineers (USACE), Norfolk District, regarding procurement of an Electronic Security System (ESS) and related components for the Fort Norfolk Electronic Security System and Gate Upgrade project.

USACE Norfolk District intends to procure three brand-name products on a non-competitive basis to support Fort Norfolk security modernization: AMAG Symmetry access-control/security management platform (AMAG Technology), XPID201 handheld badge-verification device (Telaeris), and Milestone Professional+ video-management/camera platform (Milestone Systems). The brand-name procurement is justified based on unique compatibility, interoperability, operational continuity, and sustainment requirements with the existing Fort Norfolk security environment and broader North Atlantic Division security infrastructure. The contracting officer will prepare a Justification and Approval (J&A) document under RFO FAR 6.103-1(d), RFO FAR 6.104, and DFARS 206.103-170 (Class Deviation 2016-O0017, Rev. 1) to support the brand-name acquisition approach. The requirement will be procured via a separate SAM.gov solicitation.

Potential responsible sources may submit written technical capabilities statements demonstrating the ability to provide, install, integrate, test, commission, document, train users on, warrant, maintain, and sustain an Electronic Security System solution incorporating the identified brand-name components while remaining compatible with the existing Fort Norfolk security environment. The Government reserves the right to modify its acquisition approach based on responses received. Responses should be submitted via email to George Jackson (george.jackson@usace.army.mil) with a copy to Tiffany N. Kirtsey (tiffany.n.kirtsey@usace.army.mil) prior to the stated due date and time. This notice is market research only and does not constitute a request for competitive proposals; no compensation will be provided for information submitted.

NOTICE OF INTENT

FOR INFORMATIONAL PURPOSES ONLY. Per RFO FAR 6.103-1(d), RFO FAR 6.104, and DFARS 206.103-170 (Class Deviation 2016-O0017, Rev. 1), the U.S. Army Corps of Engineers (USACE), Norfolk District, intends to procure on a brand-name basis specific Electronic Security System (ESS), Intrusion Detection System (IDS), access-control, credential-verification, and video-management components in support of the Fort Norfolk Electronic Security System and Gate Upgrade project. The requirement will be procured via a separate SAM.gov solicitation.

This requirement consists of products and services that USACE requires to modernize and sustain the Fort Norfolk security environment. The specified products have unique compatibility, interoperability, operational continuity, and sustainment characteristics that meet the Government's minimum requirements for access control, credential verification, video surveillance, security monitoring, and gate/access-control capabilities at Fort Norfolk. The products listed in the table below are required to maintain compatibility with the existing AMAG Symmetry access-control/security management platform, Telaeris handheld badge-verification capability, and Milestone Professional+ video-management/camera system platform.

Due to the unique operational and security requirements, the user requires these specific products to preserve compatibility with the existing Fort Norfolk environment and the broader North Atlantic Division security support structure.

The Contracting Officer intends to prepare a Justification and Approval (J&A) document which includes brand name (BN) items for the solicitation package. Items identified as BN under RFO FAR 6.103-1(d), RFO FAR 6.104, and DFARS 206.103-170 (Class Deviation 2016-O0017, Rev. 1) are included to sufficiently define the scope of work to be performed and adequately establish the required level of compatibility, interoperability, and operational continuity.
