Version – March 2017 FOR OFFICIAL USE ONLY

FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items – Sole Source Justification and Approval

1. Contracting Activity: 410th CSB Regional Contracting Office Joint Interagency Task Force South (JIATFS) NAS Key West, Florida

2. Description of Action: Joint Interagency Task Force South (JIATFS) J2 Tactical Support Group (TSG) requests a Firm Fixed price, sole source contract to ESPY Corporation located at 13033 Trautwein Road, Austin, TX 78737. The Government projects award in September 2020 using O , funds from Project Code 3306.

An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).

3. Description of Supplies/Services:

JIATFS J2 Tactical Support Group (TSG) has a requirement for End of Life replacement for: ESPY Corporation delivery and installation of 1 HF/DF antenna and 1 HF antenna and associated work stations, installation of collection equipment and contractor support to conduct integration testing and acceptance of proprietary software for Remote Collection Facility (RCF) at partner sites with the Remote Operations Facility (ROF) in Florida (to ensure the system is functional). Additionally, ESPY Corp equipment is currently being used by the requester, as well as other collaborating agencies in a shared community of interest. To switch would cause disruption of information sharing, inability to perform Continuity of Operations, to both the requester and others.

This is a unique product that provides enhanced technical capacity. The current system is at end of life. Replacement of equipment is required for the interoperability of the system. ESPY Corporation equipment is a proprietary system in use by US Government agencies both DoD and non-DoD. The ESPY Corporation’s system field engineer support is required to complete partial system installation, integration and testing in order to operationalize these deployed systems. The required equipment and associated integrated software is proprietary and is necessary for the system integration and testing of deployed systems and Remote Operating Facilities.

The ESPY Corporation equipment is the only equipment that is compatible with current DoD architecture and requires no substantial engineering work to make the computational algorithms compatible among existing and future systems. The ESPY Corp design involves architectural and system end-to-end integration enterprise support which is already being leveraged by a separate government organization in order to provide enhanced capability in the National and Tactical Maritime Domain Awareness (MDA), Intelligence Surveillance and Reconnaissance (ISR).

Given the long lead time on these antenna systems, the delivery date for each assembly shall be for 365 calendar days from date of award. O , Army (O A) funds, Project Code 3306 will be used.
