This is a Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC), Ground-Based Air Defense Sensors Division (ESG), located at Hanscom AFB, MA. The RFI is seeking information on interested contractors to provide Contractor Logistics Support (CLS) for multiple Air Force terrestrial-based air defense sensors supporting the National Capital Region airspace and North American Aerospace Defense/United States Northern Command missions. This is market research only and does not constitute a commitment to solicit or award a contract. The expected contract period of performance is five years beginning January 2028.

The required services include field service support (up to 24/7/365 system monitoring and onsite maintenance), depot-level maintenance (modifications, hardware and software updates, LRU repairs), fabrication and machining capability for damaged antennas, cybersecurity compliance, and support for government-conducted recurring testing. The contractor must maintain and maximize system operational availability using a two-level maintenance concept (Organizational and Depot levels) and perform engineering analysis, software and cybersecurity updates, logistics support for Line Replaceable Units, technical data package updates, supply chain management, obsolescence management, and quality assurance. All prime vendors must have cleared personnel and a current or previously accredited SECRET facility to receive and execute a SECRET-level contract. Responses are limited to 10 pages (or five pages excluding administrative data) in PDF format with 12-point font minimum and 1-inch margins. Submissions are due June 26, 2026 at 5:00 PM (EDT) to Contracting Officer Jason Bergeron (jason.bergeron.3@us.af.mil) or Contract Specialist David Aker (david.aker.1@us.af.mil). The NAICS code is 334511.

1.0 DESCRIPTION OF PROGRAM REQUIREMENTS

This effort is for the Contractor Logistics Support (CLS) for multiple Air Force terrestrial-based air defense sensors to detect and track threats in the complex National Capital Region airspace in support of the air sovereignty and aerospace defense missions of North American Aerospace Defense /United States Northern Command.

Note: A SECRET-level program overview presentation can be provided upon request. The request should include name, phone number, email address, and SIPR email address to a cleared receiver and security POC.

These sensors rely upon contractor technical expertise for field site or service support and Integrated Logistics Support. CLS also includes activities associated with system lifecycle sustainment and technical data elements or packages.

The systems use a two-level maintenance concept (i.e., Organizational (O-Level) and Depot (D- Level)). The maintenance is performed by the CLS Contractor and coordinated with the Program Management Office.

The system capabilities are classified. Any prime vendor will be required to have cleared personnel and a previous or currently accredited space and systems to receive a SECRET Request For Proposal package and execute a SECRET CLS contract.

NOTE: Previous Industry Days events and Sources Sought Synopsis requests referenced a requirement for SECRET Special Access Program personnel and facilities. Performance of this effort is at the SECRET-level only.

The contract period of performance is expected to last five (5) years starting in January 2028.

Sustainment Concept

The sustainment concept is to maintain and maximize the system’s operational availability. The sustainment tasks include:

• Maintaining fielded systems per the Systems Requirement Document and associated Technical Data Packages (TDP)

• Providing engineering analysis and recommendations

• Maintaining the system’s software and cybersecurity updates

• Supporting Government reoccurring testing

• Providing logistics support for Line Replaceable Units (LRUs) equipment, communications, data processing, and security

• Sanitation and disposal for system hardware

High-Level Program Requirements:

Vendors must be able to provide, as a prime or with one or multiple sub-contractors, the following capabilities.

• Overall Requirements:

o Experience and expertise in managing and maintaining the following:

High visibility / high availability hardware sustainment projects Real-time/near real-time sensor systems Provide requisite training for employees

• Key Specific Requirements:

o Field Service Support – up to and including 24/7/365 system monitoring; as well as onsite maintenance, support, and emergency depot-level repairs o Depot Level Maintenance – including modifications, hardware and software updates, repair of failed LRUs, and coordination of repair by certified vendor.

Also includes repair determination & hardware problem reporting & tracking, as well as disposition & sanitization planning o A fabrication and machining capability for damaged antennas (this is expected to be a rarely-needed requirement) o Hardware and Software Maintenance o Maintain Cybersecurity compliance o Experience working with classified capabilities and information o Support to Government-conducted recurring testing o Maintain, document, and report System Availability, Mean Time Between Failure/Mean Time Between Critical Failure, and Reliability, Maintainability, and Availability postures

• Other Specific Requirements: Vendors must demonstrate capability or experience executing the following programmatic functions:
