STATEMENT OF OBJECTIVES

ESCHOOL OF GRADUATE PROFESSIONAL MILITARY EDUCATION

BUILDING 678 COMPREHENSIVE INTERIOR DESIGN, FURNITURE PURCHASE, AND

INSTALLATION PROJECT

1.0. INTRODUCTION

The eSchool of Graduate Professional Military Education (PME) requires the comprehensive interior design (CID), purchase, and installation of furnishings that complete an all-encompassing, consistently unified, and innovative design concept for Building 678. Building 678, which is to be the eSchool’s primary operating location on Maxwell AFB, is currently undergoing a full-scale renovation. The estimated completion date for the renovation project is the end of May 2020. Once the renovation is complete, the eSchool will move back into Building 678—with all new furnishings. The objectives outlined in this SOO are intended to guide the design, purchase, and installation of all furnishings required.

2.0. SCOPE

2.1. In terms of total integrated facility design, the eSchool of Graduate PME considers the functional and visual aspects of design as essential as the electrical, mechanical, and structural systems of a facility. The scope of this effort is to develop a CID, provide furnishings and installation for Building 678, accommodating 85 people with a room for growth. This effort shall complement the electrical, mechanical, and structural aspects of the renovated facility, while also accounting for any historical or other necessary design considerations. In short, the design theme will need to yield an innovative, industrial space that embraces the historic nature of the structure.

2.2. The contractor shall ensure a quality visual and functional design is achieved by integrating all design disciplines, for example, but not limited to, interior design, product/industrial design, and graphic design, into a comprehensive design theme. Therefore, the CID should include a cohesive plan for systems furniture, free-standing furniture and accessories as necessary to meet the facility electrical, mechanical, and structural requirements as well as the various mission functions of the eSchool.

2.3. Furnishings selected in the CID should generally include, but are not limited to, glass boards and tack boards, desks, systems furniture, chairs, tables, bookcases, file systems, lighting, and other similar items. A description of the intended use for each room is provided in Appendix 2 – Bldg 678 Furniture Design Estimated Needs.

2.4. The schedule of deliverables identified within this Statement of Objectives will commence upon the date of award of this contract and shall be effective through the original contract completion date. The government reserves the right to make minor adjustments in the final quantities of each unit priced item, not to exceed a 20% variance (but no less than a quantity of one each) from the original proposed quantities.

3.0. DESIGN OBJECTIVES

Building 678 consists of three floors; basement, first floor, second floor which are all under renovation. The renovated building wall color, flooring, and other finishes are provided in Appendix 3 – Bldg 678 Finishings Specifications. The selection proposed in the CID should complement these finishes. The CID will include all three floors and covered external space on the first and second floor. See Appendix 1, Bldg 678 Combined Floor Plans (Layered) for more details.

3.1. Basement (see Appendix 1)

3.1.1. The basement is divided into three distinct spaces (the far right side, middle and far left back areas)

3.1.2. The far right side is reserved for storage and will require some type of storage furniture (shelving & cabinets, etc.) per the CID. The storage area needs to be able to accommodate the storage of extra office supplies such as, but not limited to, paper, pens, and folders.

3.1.3. The middle of the basement back to the far left corner is collaboration space. The collaborative space is open to the entire 85 person organization and is required to be versatile, modular, innovative, and fun.

There are no daily workstations in this area, therefore a “coffee house” feel is the desired concept with moveable, multi-configuration furniture for small group discussions. The basement area contains lower ceilings and smaller windows.

3.1.4. A means of writing on the walls, sectioning off different sized areas with moveable partitions, plugging in multiple computers, a designated printing space, and writing surfaces with the capability of being utilized in both small to large groups will be required in this collaborative space. Comfort is also a consideration, since collaborative session could last for hours.

3.1.5. On the far left back area is the final distinct area of the basement. The conference room is designed to contain roughly 16-20 people. The conference room will be used for internal meetings and external telecom and video-teleconference meetings with customers as well as small group focus sessions.

3.2. First Floor and Second Floor (see Appendix 1)

3.2.1. The first and second floors are comprised of a lobby, multi-purpose room, conferences rooms, office spaces, supply/storage, and break rooms. The multi-purpose room on the right hand side of the first floor is required to hold the entire 85 person organization with room for expansion. This room will be used for training, Dean’s calls, internal and external meetings. Tables that nest together will be necessary. The ability to write on the walls (e.g. magnetic glass boards, etc.) and plug in computers will be required.

3.2.2. All offices spaces should be consistent with AFMAN 32-1084 – Facility Requirements Standards (see Appendix 4).

3.2.3. The CID needs to designate areas for scanners, printers and shredders on the first and second floors also.

3.4. Outdoor Collaborative Space

3.4.1 The first and second floor contain covered patio space on the backside of the building which is to be used as outdoor collaborative space. These spaces are intended to allow a small group to meet outside in a “coffee house” style atmosphere.

3.5. The contractor will provide detailed lists of furnishings including, but not limited to, whiteboard/marker (glass board) and tack boards, desks, systems furniture, chairs, tables, file systems, and other similar items cross-referenced to the building plans (Appendix 1)

3.6. The contractor will provide a final CID package briefing (electronic) including a complete furniture listing, design mock-ups, color schemes, a CAD file-generated layout or floor plan, etc. necessary for the eSchool to understand the design, purchase, and installation of the project.

4.0. TASK OBJECTIVES STATEMENT

4.1. The contractor shall provide a Project Milestone Plan (PMP) that includes a timeline for:

Furniture manufacturing Furniture installation

Building clean-up

4.2. The attached floor plans do not provide accurate room dimensions due to the historic nature of the building.

Therefore, the contractor should visit the site prior to providing detailed design drawings as part of the submitted proposals for this contract for increased accuracy.

4.3. Design proposals should include at least two overall design style options that meet the requirements of this SOO. The design styles should be used to demonstrate what each specific type of space would look like in that particular style. Contractor presentations should include a detailed visual representation of previous projects, pictures, or 3-D software mock-ups.

4.4. Contractor product must be TURN KEY to the Government. Contractor must ensure, as minimum, prior to completion and acceptance:

4.4.1. Exposed wires are not showing between panels

4.4.2. Minimal gaps between furniture walls and permanent walls

4.4.3. No gaps in corners where two panels meet at a 90 degree angle

4.4.4. Filler post are included throughout workstations

4.4.5. Walls do not shake when doors are shut; especially on corners

4.4.6. Workstations have matching keys

4.4.7. All doors and locks have keys (minimum of two keys per lockset)

4.4.8. All installed glass is free of fingerprints and smudges

4.4.9. All kick panels are inserted

4.4.10. All lights work

4.4.11. All electrical outlets work
