About this file
Summary
This is a Scope of Work document issued by Escambia County Department of Natural Resources Management, Marine Resources Division, for an artificial reef construction, transportation, and deployment project in the Nearshore East Artificial Reef Site located approximately 5 nautical miles southeast of Pensacola Pass in the Gulf of Mexico at water depths of 45–65 feet. The project requires the manufacture and precise deployment of approximately 25 hollow concrete patch reef modules across a 2 square nautical mile permitted site, with modules spaced approximately 500 feet apart. Four module types are specified: a 6ft x 6ft x 2ft base module with three concrete discs and a vertical pole; an 8ft tall polyhedron module (deployed in pairs with 1–3 foot spacing); a 15ft tall polyhedron module; and a 15ft tall polyhedron module with internal concrete discs. All modules must be constructed from 4000 psi marine-grade concrete with welded steel rebar fully encapsulated in concrete. A pre-solicitation meeting is scheduled for November 7, 2025, with questions due by November 20, 2025, and proposal submissions due December 1, 2025 (originally stated as December 8, 2025). The estimated construction date is March 2026 (referenced as April 2026 in initial planning), with a project completion deadline of May 1, 2026. Contractors must document at least three similar patch reef deployments at comparable depths within the past three years, including permit holder contact information. Modules will be inspected within 1–3 weeks after deployment, and contractors are responsible for replacing any damaged modules at no cost to the county.
The total project funding is $450,000, with the final number and type of modules to be determined by Escambia County upon receipt of pricing. Contractors must submit detailed pricing for each of the four module types on a per-module basis, deployed as specified on the seafloor. Proposals are evaluated on five equally weighted criteria (20 percent each): module construction and durability, habitat value, horizontal and vertical stability, deployment capability (including precise placement documentation within 10–15 feet), and price. Escambia County reserves the right to reject all submissions or select a submittal funded at a lower amount. Contractors must provide comprehensive insurance documentation, including Protection & Indemnity (Marine Liability) coverage of $1,000,000 per occurrence/$2,000,000 aggregate, Maritime Workers Compensation with $1,000,000 limits, and Marine Pollution liability of $1,000,000 per occurrence/$2,000,000 aggregate, with insurers carrying a minimum AM Best Rating of VIII. The project is funded through the Florida Artificial Reef Program as part of the Natural Resource Damage Assessment Phase III Early Restoration Plan related to the Deepwater Horizon Oil Spill and is subject to all applicable Army Corps of Engineers and Florida Department of Environmental Protection permit conditions.

Scope Document/Minimum Criteria/Insurance Requirements
Artificial Reef Construction: EscaRosa Reefs in Nearshore East Reef Site
20 October 2025
Robert Turpin, Manager
Escambia County Department of Natural Resources Management, Marine Resources Division
3363 West Park Place, Pensacola, FL 32505 rkturpin@myescambia.com (850) 554-5869
This is a Price Quote Request for the manufacture, transport, and precise deployment of Patch Reefs in Escambia Nearshore East Artificial Reef Site. Nearshore East Reef Site is a large (approx. 2 square nautical miles) Army Corps of Engineers (ACOE) and Florida Department of Environmental Protection (FDEP) permitted site (see permits for details). Location is approximately 5nmi southeast of Pensacola Pass in Gulf of Mexico, at water depths of approximately 45-65fsw. Approximate reef area center coordinates:
30Deg 17.600’N; 087Deg 13.700’W. Approximately 25 (exact number is dependent upon individual module prices) Patch Reefs (See diagram below) will be deployed approximately 500 feet apart. Final number, design, spacing and individual patch reef coordinates will be determined by Escambia County and provided to selected contractor upon issuance of Purchase Order and Notice to Proceed. Price includes manufacture, preparation, transportation, deployment and precise placement of artificial reef modules. Modules must conform to the minimum specifications, requirements and conditions of this solicitation as well as all state and federal permit conditions.
Price quotes must be submitted by December 8th,2025
Reefs will be deployed in compliance with all applicable laws and regulations, permit conditions, and to the satisfaction of the Escambia County Marine Resources Division (MRD). MRD will provide contractor with precise deployment coordinates for each reef module.
MRD places a priority on constructing patch reefs with habitat complexity and diversity, achieved by precisely deploying artificial reef modules with diverse structural elements.
mailto:rkturpin@myescambia.com
Modules will be inspected within 1-3 weeks after deployment. Any damaged modules must be replaced by contractor at no cost to Escambia County.
Estimated Construction Date for this project is April 2026. Prices must be accompanied by detailed description of modules (drawings/plans with specifications) necessary for the Marine Resources Division (MRD) to determine compliance with minimum specifications. Price Quotes will include a detailed description of deployment vessel, equipment, and means to safely and precisely deploy modules (within 10-15 feet) of the patch reef configuration described below. Failure to provide sufficient information may result in rejection of submission by the MRD.
Escambia County reserves the right to reject any submission if the MRD determines the submittal is not in the best interest of Escambia County. Escambia County reserves the right to select the contractor with responsive submittal and the experience, equipment, artificial reef modules, and deployment experience that is most advantageous and in the best interest of Escambia County. Escambia County will be the sole judge and its decision shall be final.
Total project funding for this project is $450,000. MRD may determine the best interests of Escambia County are met by rejecting all submittals or selecting one submittal to be funded at a lower amount.
Exact number and type of modules to be determined by Escambia Count upon receipt of module pricing.
Contractor must meet minimum experience of at least three similar and precise “Patch Reef” artificial reef deployments at similar depths (45-65fsw) in open waters (Gulf and/or Ocean) within the past three years. Submittals must provide documentation (including name and contact information of permit holder’s reef manager). Precast concrete modules must meet the following minimum specifications: 4000psi marine grade concrete; steel rebar welded in 3 dimensions and fully encapsulated in concrete. Rebar exposed for lifting points is allowable. Module-specific minimum specifications provided below.
The Contractor must provide insurance documentation required by Escambia County Risk Manager (See attached Insurance Requirements).
Prospective bidders are hereby notified that awarded contract will include all terms and conditions in permit documents. Contractors must comply with aforementioned terms and conditions, as well as all applicable federal, state and local laws and regulations. Prospective bidders are responsible for reading and understanding aforementioned permits, scope of work, and insurance requirements, etc. prior to submitting price quotes.
Price quotes must be submitted by December 8th,2025
