Justification and Approval (J&A) for Other Than Full and Open Competition
CUI
March 2020 CUI Page 6 of 8 review of the US Air Forces Network-Centric Solutions-2 (NETCENTS-2) and Small Business Enterprise Application Solutions (SBEAS) Home Page, PTC's website and list of partners, and the DoD Enterprise Software Initiative (ESI) website. The SSS resulted in 14 inquires but only five (5) legitimate and timely responses:
1. BlueWater (CAGE Code: 5T6A4) submitted a response to the Sources Sought Notice that failed to respond to all the requirements with a "Yes" or "No" statement to confirm their ability to fulfill the posted requirements. During the review of their submission it was evident that they possessed the technical capabilities required to perform most, if not all of the requirements. However, they do not have proprietary access to PTC's SPM software and PTC's full spectrum of Servigistics COTS capabilities. Although BlueWater could obtain a license to PTC's SPM software, they do not have the rights to access or modify the SPM source code. Therefore, BlueWater cannot fulfill the government requirement. They could potentially be a subcontractor to PTC to fulfill components of the government requirement.
2. Obsidian Global LLC (CAGE Code: 6ZZA4) submitted a response to the Sources Sought Notice that failed to respond to all the requirements with a "Yes" or "No" statement to confirm their ability to fulfill the posted requirements. During the review of their submission it was evident that they possessed the technical capabilities required to perform most, if not all of the requirements. However, they do not have proprietary access to PTC's SPM software and PTC's full spectrum of Servigistics COTS capabilities. Although Obsidian Global LLC could obtain a license to PTC's SPM software, they do not have the rights to access or modify the SPM source code. Therefore, Obsidian Global LLC cannot fulfill the government requirement. They could potentially be a subcontractor to PTC to fulfill components of the government requirement.
3. Optimal Solutions and Technologies, Inc (CAGE Code: 1NCB1) submitted a response to the Sources Sought Notice that failed to respond to all the requirements with a "Yes" or "No" statement to confirm their ability to fulfill the posted requirements. During the review of their submission it was evident that they possessed the technical capabilities required to perform most, if not all of the requirements. However, they do not have proprietary access to PTC's SPM software and PTC's full spectrum of Servigistics COTS capabilities. Although Optimal Solutions and Technologies, Inc could obtain a license to PTC's SPM software, they do not have the rights to access or modify the SPM source code. Therefore, Optimal Solutions and Technologies, Inc cannot fulfill the government requirement. They could potentially be a subcontractor to PTC to fulfill components of the government requirement.
4. Expansia Group (CAGE Code: 705G5) w/ partner Red River submitted a combined response to the Sources Sought Notice that failed to respond to all the requirements with a "Yes" or "No" statement to confirm their ability to fulfill the posted requirements. During the review of their submission it was evident that they possessed the technical capabilities required to perform most, if not all of the requirements. However, they do not have proprietary access to PTC's SPM software and PTC's full spectrum of Servigistics COTS capabilities. Although Expansia Group and Red River could obtain a license to PTC's SPM software, they do not have the rights to access or modify the SPM source code. Therefore, Expansia Group and Red River cannot fulfill the government requirement. They could potentially be a subcontractor to PTC to fulfill components of the government requirement.
5. Parametric Technology Company, Inc. (CAGE Code: 0K0D7) submitted a response to the Sources Sought Notice that responded to all the requirements with a "Yes" or "No" statement to confirm their ability to fulfill the posted requirements. They demonstrated capability in all areas. As proprietor of the SPM software, they have the rights to access or modify the SPM source code. Therefore, Parametric Technology Company, Inc. is the only company capable of fulfilling the government requirement. PTC is encouraged to subcontract when appropriate.
Market research has revealed that commercial software is suitable to meet the ESCAPE requirements. The ESCAPE program is based on leveraging industry best practice SPM software. The SPM code is not custom for the AF.
Notwithstanding, the AF has configured data and databases to apply business rules and provide results specific to AF processes. This is very common for both commercial and other government customers.
Given the results of the Sources Sought Synopsis, as well as the additional research findings, it is concluded that only one responsible source, PTC, Inc. is qualified for this requirement.

There were only five legitimate and timely responses. See submissions 3, 6 & 7, 12, 13, and 14 above for rationale on eliminating four of the firms as non-viable. All others failed to submit a legitimate and timely response. see Sections VI and VIII for more detail.
XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.
As a result of continued refusal by the Sole Source contractor to provide or license commercial software as well as the unacceptable delay of developing additional sources per Sections V and IX, there are no known additional actions which can be taken to remove barriers to competition and therefore, specific actions and milestones cannot be established.
