About this file
This document is an addendum to a solicitation for a state and local contract opportunity issued by the Department of Public Safety (DPS) Procurement and Contract Services in Texas. The purpose of this addendum is to clarify the total quantity of sidewall-mounted light fixtures, provide responses to submitted questions, and extend the deadline for responses from March 29, 2024 to April 2, 2024. The contract opportunity involves proposed lighting upgrades to two adjacent Commercial Vehicle Enforcement (CVE) Weight Station Canopies located northbound and southbound on Interstate 35 in Devine, Texas, which falls under the jurisdictions of Medina County and Denton City.
The addendum indicates that the total project fixture count has increased from 40 to 44, with the addition of 4 entry and exit sidewall-mounted fixtures at each canopy peak. The solicitation also allows for competitive, comparable, alternative lighting manufacturer product options, as long as they meet or exceed the specified lighting standards. Vendors are required to submit equipment submittals and lighting analysis performance at the time of bid submission for DPS review. The contract will be awarded based on the best value to the state.

Vendor Q&A 405-24R0013229
1. The existing sidewall-mounted lighting conduit system (for wall packs) is installed with ¾” GRC piped directly into the fixtures on both sides (new light fixtures only offer ½” NPT threaded holes), there are also circuits not associated with lighting running through these fixtures that will need to be considered (the combination of using ¾” GRC, piping on both sides, and additional circuits running through the fixtures is extremely rare). Will DPS accept demolishing this installation and installing the new fixtures with ½” EMT with junction boxes installed at each fixture and taps from the junction boxes to the new fixtures to complete the new install making future maintenance and/or changing out light fixtures easily serviceable?
DPS will consider this work if required to meet the scope of work outlined in the IFB. All work must be code compliant to TDLR standards. Other lights fixtures besides the ones mentioned in the IFB will be considered if they are equal to or better in construction and performance.
2. Do you want us to provide a bid and light design with the fixtures specified and/or equivalent fixtures?
Yes, please refer to DPS response to Question/ Comments #1.
3. Do you want us to proceed with the light design that was originally engineered as requested in my first email? Or would you like us to submit a bid that includes multiple options?
DPS has provided a cost-effective solution to perform a lighting upgrade. DPS is obligated to allow competitive, comparable, alternative lighting manufacture product options. This solicitation provides a lighting standard to be obtained. Reference: Part 1, Section 1.01 Statement of Work , Subsection C PROPOSED/ NEW, paragraph 2.
Also noted: Contractor must submit equipment submittals and lighting analysis performance (full area) at the time of bid submission for DPS Contract Monitor (CM) review on all proposed LED fixtures planned to be used (Lithonia and otherwise) on this project. Refer to Statement of Work, Section C.
4. Please advise if you would like us to bid the lower quality and lower lumen output Lithonia fixture or would you like us to submit what was originally designed for this project? We have attached the lighting design study that was done for this facility. Let me know if you have any questions on it or fixture specifications.
Please refer to DPS response to Question/Comments #2 .
5. The Lithonia fixtures are over 100,000 lumens deficient in the specified design.
Please refer to DPS response to Question/Comments #3.
6. The sensor in the fixtures will only work up to 15 feet and the mounted heights are 21.1 and 24.1, so the motion sensor will not work.
Sensors are not cited as a requested item as the current/ existing breakers are the method to be used by the CVE staff. Operations are such lighting will not be ON during non-staffed days or times. Sensors will need to be disabled/ OFF
7. Has this bid just turned into a low-dollar bid or a best-value bid?
DPS will award to the vendor that provides the best value to the state.
