Amendment No. 1

CSP 24-071

AMENDMENT NO. 1

COMPETITIVE SEALED PROPOSAL (“CSP”) 24-071

CONSTRUCTION OF A PARKS AND FACILITY MAINTENANCE BUILDING

March 20, 2024

The City of Missouri City (“CITY”), Texas has issued this Amendment No. 1 to the above-referenced CSP to incorporate Plan Sheets M4.01 and M5.01 attached herein.

All other terms and conditions specified in CSP 24-071 shall remain the same.

Kevin M. Coleman, MS, C.P.M.

Procurement Manager City of Missouri City, Texas E-mail: Bids@Missouricitytx.gov mailto:Bids@Missouricitytx.gov

System Operation - When system start-up has been initiated, the following sequences shall be implemented:

The fan coil unit shall be integrated with the EMCS to monitor fan status, schedule run times, and to adjust space temperature setpoints. The associated outside air motorized isolation damper shall be interlocked with the fan coil unit operation such that the damper is open when the fan coil unit is energized and closed when the fan coil unit is de-energized.

COOLING MODE: When the space temperature is above the Cooling Setpoint, the chilled water coil control valve shall be modulated between 0-100%, to maintain the space temperature within +/- 0.5 °F of the Cooling Setpoint.

The chilled water coil discharge temperature shall not be allowed to go below the chilled water coil low-limit setpoint.

HEATING MODE: When the space temperature is below the Heating Setpoint, the heating control valve shall be modulated to maintain the space temperature within +/- 0.5 °F of the Heating Setpoint.

System Setpoints - The setpoints for the system shall be set as follows:

The Cooling Setpoint shall be set initially at 80 °F (adjustable).

The Heating Setpoint shall be set initially at 65 °F (adjustable).

The design airflow rates shall be set at the values given in the Mechanical Drawings.

System Alarms - The EMCS shall generate an alarm as follows:

If the space temperature is 5 °F (adj.) above the cooling setpoint for 5 minutes (adj.).

If the space temperature is 5 °F (adj.) below the heating setpoint for 5 minutes (adj.).

If the current sensor relay indicates a supply fan failure status.

Outdoor Air Conditions The sensors shall be mounted in an area on the north side of the building where the representative temperature and humidity can be monitored, both shall have sun shields. Based on the outdoor air temperature and humidity the EMCS shall calculate the outdoor air enthalpy, wet bulb and dew point temperatures. These outdoor air conditions shall be broadcast as global data points for use by other control programs. These shall be displayed on all major air and water systems graphics.

Intelligent Lighting Controls Integration The EMCS shall provide BACnet/IP communications to the Lighting Control System interface module to monitor and control the building and site lighting. The interface shall be provided by the manufacturer per Division 26. The EMCS shall monitor and control the lighting circuits as shown on the Electrical Drawings.

IDF/MDF Room Monitoring The EMCS shall monitor the space temperature and humidity in the IDF and MDF rooms. The primary cooling for IDF and MDF rooms will be supplied by the packaged computer room units. The EMCS shall report high/low temperature/humidity alarms to the computers, pagers, and/or text message compatible devices designated by the Owner. Alarms shall be sent if the space conditions deviate from the following, temperature between 60 °F and 80 °F (adj), humidity between 40% RH and 70% RH (adj), for more than 10 minutes.

HVAC Ventilation Emergency Shutdown Switch A mushroom button type, local override switch shall be installed to deactivate the building's ventilation and exhaust systems in case of emergency. All 100% outside air conditioning units or outside air supply fans shall be deactivated and all outside air dampers shall be closed. All exhaust and relief fans shall be deactivated and their associated isolation dampers shall be closed. Once depressed, the switch must be manually reset to allow the ventilation and exhaust systems to resume normal operation. The final location of the switch shall be determined by the Owner.

Fire Riser Room Monitoring The EMCS shall monitor the space temperature in the fire riser room. The primary heating for room will be supplied by an electric unit heater. The EMCS shall report low temperature alarms to the computers, pagers, and/or text message compatible devices designated by the Owner. Alarms shall be sent if the space conditions deviate from the following, temperature below 50°F (adj.) for more than 10 minutes.

Apparatus Bay Monitoring The EMCS shall monitor the space temperature in the apparatus bay. The primary heating for room will be supplied by gas unit heaters. The ECMS shall report low temperature alarms to the computers, pagers, and/or text message compatible devices designated by the Owner. Alarms shall be sent if the space conditions deviate from the following, temperature below 50°F (adj.) for more than 10 minutes.

The EMCS shall determine the status of apparatus bay exhaust and supply fans and report an on/off status.

HVLS Fans The EMCS shall be integrated with the HVLS controller to monitor and command fan status, speed, and rotation. The EMCS shall report alarms to the computers, pagers, and/or text message compatible devices designated by the Owner.

System Operation - When system start-up has been initiated, the following sequences shall be implemented:

The exhaust fan shall energize when the space temperature exceeds the active Space Temperature Setpoint.

System Setpoints - The setpoints for the system shall be set as follows:

The Space Temperature Setpoint shall be set initially at 85 °F (adjustable).

System Alarms - The EMCS shall generate an alarm as follows:

If the current sensor relay, CSR, proves current but the fan status does not prove on.
