About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the New Braunfels Independent School District (NBISD) for construction services related to the design of a high school stadium at Long Creek High School. The addendum changes the solicitation from an RFP to an RFQ, adjusts the timeline, including a preproposal meeting held on March 6th, a deadline for questions on March 22nd, proposal due date of April 11th, interviews on April 15th, board recommendation on May 13th, notice of award on May 14th, and project kickoff on May 20th, with an anticipated stadium occupancy date of January 30, 2026. The addendum also clarifies the scope of the architectural design services, specifying a review at 50% and 100% of each SD, DD, and CD phase, and that no back charges on design fees for errors and omissions will be allowed after the 100% CD phase and permitting.
The solicitation is dependent on a successful bond vote, and the district intends to receive, evaluate, and select an architect, but no contract will be executed until after the bond vote. The addendum also provides details on the district's scoring and evaluation criteria policy, which includes consideration of purchase price, vendor reputation and quality of goods/services, alignment with district needs, past relationship, impact on historically underutilized businesses, total long-term cost, and other relevant factors.
