About this file

This document is an Addendum for Invitation for Bid (IFB) No. 304T-24-345A2.1, issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) for Personal Protective Equipment and First Aid Components. The purpose of this addendum is to answer questions from prospective bidders. The IFB is for a major customer, the Texas Department of Public Safety (TXDPS), and the solicitation is open to various jurisdictions in the state of Texas, including Travis County and the City of Austin. The addendum addresses topics such as pricing for all line items, estimated order quantities and frequencies, acceptance of alternate proposals, insurance requirements, and challenges with accessing the mandatory price sheet. It provides instructions on how to properly open and complete the price sheet file.

Regarding pricing, the addendum clarifies that bidders are not required to provide pricing for all line items, and the estimated quantities are provided in the solicitation documents. Alternate proposals are not accepted, as the pricing must be submitted within the mandatory price sheet template. Insurance requirements stated in the IFB must be met, unless an exception is submitted and approved. The addendum also provides step-by-step guidance on how to access and open the mandatory price sheet file, which has been reported as challenging by some prospective bidders.

Questions and Answers IFB No. 304T-24-345A2.1 Title:

Question No. Question Answer

1 Must I bid on all items, we distribute gloves only? No, providing pricing for all line items is not a requirement for this solicitation.

2 Do we have any order and usage frequency/ amounts? For estimated quantities reference Part A Section 7.5 and the Mandatory Price Sheet.

I was wondering your stance on if alternate proposals are accepted.

With this solicitation on the Safety category currently awarded with our TXMAS contract (including PPE and First Aid), does the State of TX accept responding with a current contract agreement?

No, as these items are not for a TXMAS contract, pricing must be provided within the Mandatory Price Sheet. Reference Part A, Section A.16.6 Mandatory Price Sheet.

4 Will a personal vehicle insurance sometimes used for business purposes suffice in lieu of commercial insurance policy?

All insurance requirements stated in Part A Section A.6 are required, unless an exception is submitted and approved. Reference Part A Section A.16.7 Negotiations, Assumptions, and Exceptions.

For some reason its showing as a Microsoft Edge HTML Document. I can save the Zip File, but it doesn't open up as a spreadsheet when I select Excel.

To open the Mandatory Price Sheet follow these instructions:

1. Right click on the “xml” file and SAVE AS:

CompanyName_SolicitationID.xml on your computer (example:

ABCCompany_304T-XX-123.xml).

2. Locate the file on your computer, right click and select

PROPERTIES.

3. Click the CHANGE button; select Microsoft Excel; select OK; select APPLY and OK to close the Properties window. (For a Mac, select the "Open with" drop-down menu, select Microsoft Excel and close window in the upper left.)

4. To open the file and complete, highlight the selection and double click.

5. If the issue persists, contact your IT department and make the Contract Developer, Noah Holdren, aware.

Lastly, the Mandatory Price Sheet does not open at my end. It only opens in codes. I’ve tried different back end techniques to open same to no avail. If it’s no bother, can it please be shared via pdf and or word format?

Reference Q&A #5.

As I was going through the documents attached to the Personal Protective Equipment and First Aid Components solicitation, I kept coming across an error for the ESBD_File_352620_5_Mandatory Price Sheet 304T-24-345A2.1.zip. It will not open as an Excel on our end.

Please advise on how we should proceed to submit all the proper documentation for this.

Reference Q&A #5.

8 Can you send me the Pricing Sheet directly? Looks like the one located inside the zip file isn't working. Reference Q&A #5.

9 I'm having trouble accessing the price sheet. It won't open properly. Reference Q&A #5.

10 Would you accept the North American Rescue bag, Item # 80-0951, as an “or equal” sub for the IFAK kit bag specified in the bid?

Alternate responses are allowed; however, if proposing other than the reference brand and model number the Response must include manufacturer, brand, or trade name, product number and provide complete descriptive information of product offered and must meet the minimum specifications shown in Attachment E - Requirements and Specifications. Reference Part A Section A.7.1 Referenced Brand Example.

11 Also, it says there is an addendum posted, but I have been unable to locate it. Are you able to send me a copy or a link to where it’s located?

This Addendum #1 is the only addendum available for this solicitation at this time.
