About this file
This document is an addendum to a Request for Proposals (RFP) issued by the Alamo Area Council of Governments (AACOG) for the operation and maintenance of air quality monitoring equipment in Comal, Guadalupe, and Wilson Counties in Texas. The RFP covers three required tasks: operating meteorological monitors, NOX analyzers, and an Auto GC at four existing ozone monitoring sites. The addendum provides clarification on various aspects of the RFP, including the provision of infrastructure by AACOG, the responsibility of the selected firm for spare parts and consumables, a list of available equipment, the exclusion of certain monitoring parameters, and the availability of replacement sensors or analyzers. The addendum also confirms that electronic submissions will not be accepted and that any references to aircraft sampling should be disregarded. The RFP responses are due on Thursday, March 28, 2024, at 4:00 pm.
The contract will be funded through the FY 2024-2025 Rider 7 Local Air Quality Planning Grant from the Texas Commission on Environmental Quality (TCEQ). AACOG will provide all necessary infrastructure and equipment, and the selected contractor will be responsible for the operation and maintenance of the monitoring equipment. Any replacement parts needed will be purchased by AACOG and become their property. Proposers are encouraged to list AACOG as a reference, and AACOG will consider allowing the costs for any replacement equipment parts or instruments to be paid as a reimbursable cost rather than included in the monthly fee.

Can AACOG define what exactly is provided by AACOG and what is the responsibility of the selected firm?
AACOG will provide all infrastructure needed to ensure proper operation of monitoring equipment and transmission of monitoring data electronically to TCEQ. All current AACOG-owned equipment is tagged with a bar code. The selected contractor will work with AACOG to make any necessary administrative changes within the TCEQ LEADS system to reflect the current operator status.
