About this file

This document is an addendum to an Invitation for Bid (IFB) issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) for the State of Texas. The IFB, No. 304T-24-085A1, requests sealed responses for the procurement of bags, with a major customer being the Texas Department of Criminal Justice. The addendum provides responses to questions submitted by vendors and updates the Mandatory Price Sheet. Key details include that vendors may offer minimum order quantities, there is no expected lead time for delivery, and the insurance requirements outlined in the IFB are applicable. The IFB is open to vendors across the state, with specific jurisdictions including Travis County and the City of Austin.

The addendum also clarifies that a HUB Subcontracting Plan is only required if the vendor plans to use subcontractors. Additionally, the previous contract awardee information can be found on the Texas SmartBuy procurement portal. Vendors are advised to verify delivery location capabilities, such as the availability of docks and forklifts, with the customer upon receipt of a purchase order.
