About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the University of Houston-Clear Lake (UHCL) for engineering services related to a chilled water and heating hot water infrastructure master plan. The RFQ seeks either master plans for central utility systems or projects involving the construction or renovation of such systems, with a requested response date of March 8, 2024 at 3:00 PM CT. UHCL has clarified that architectural services are not required for this project, though input from someone with architectural experience may be valuable. Additionally, UHCL has agreed to accept the respondent's proposed professional liability insurance limits of $3 million per occurrence and $4 million in aggregate, rather than the initially requested $5 million per occurrence.
The contract opportunity is located in Harris County and the city of Houston, Texas. Pricing terms, set-asides, funding sources, and other salient details were not provided in the addendum, but the RFQ is seeking engineering services for a chilled water and heating hot water infrastructure master plan.

RFQ No. 759-24-003 BID NAME: ENGINEERING SERVICES University of Houston-Clear Lake Open Date & Time: March 8, 2024 @ 3:00 PM CT
ADDENDUM No. 1 Date: February 27, 2024
Questions Q: 3.3 Criterion 1, requests projects pertaining to central utility systems. We assume these to be central utility master plans but 3.3.2.8 requires actual project cost. Does UHCL wish us to submit both master plans and constructed/renovated central utility system projects?
A: Yes, submit either or both of these types of plans or projects.
Q: On 3.5.6, the questions pertain to an architect. Is UHCL anticipating this project will require architectural services?
A: UHCL is not anticipating that this project will require licensed architectural services, however input from an architect or from someone with architectural experience might be valuable to progress the end goals of the project.
Q: Paragraph 2.13.3 in RFQ requires $5M for Professional Liability insurance coverage per occurrence and presumably also in aggregate. Our insurance coverage is $3M per occurrence and $4M in aggregate. Because there is no construction associated with this study/investigation, and therefore no risk, it seems your PLI limit is excessive. Will UHCL consider $1M/$2M for the PLI limits as this is more customary for general consulting/study services?
A: UHCL will accept the limits you have noted for the PLI
