About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the Texas General Land Office (GLO) for Pre-Positioned Engineering Services for Disaster Recovery and Mitigation. The GLO is requesting Statements of Qualifications from qualified engineering service providers to assist the GLO and the State of Texas in constructing, repairing, or rebuilding property or infrastructure related to Community Development Block Grants for Disaster Recovery (CDBG-DR) and/or Mitigation (CDBG-MIT) or related allocations. The addendum provides updates to certain language in the solicitation and responses to questions from respondents, including clarification on potential geotechnical requirements, conflict of interest considerations, and the scope of services related to single or multi-family housing. The deadline for submitting responses is March 6, 2024 at 2:00 PM CT.
The contract opportunity covers multiple jurisdictions in Texas, including Travis County and the City of Austin. The GLO may require selected providers to embed staff at GLO or federal funding agency offices and have the ability to quickly mobilize staff in the event of a disaster. Respondents are required to submit certain financial and litigation history information, which may be subject to public disclosure under the Texas Public Information Act.

II. QUESTIONS AND ANSWERS
All questions/requests for clarification received in writing on or before the February 13, 2024 deadline are listed below with the GLO’s responses.
Q# Section # Text of Passage being questioned Question GLO Response
1 General
Is there a geotechnical component to this RFQ? It doesn’t seem to state explicitly, but I was wondering if it is rolled into the other requirements.
Respondents should anticipate that any engineering services related to the engineering services described in the RFQ, related to mitigating against future disasters or rebuilding after natural disasters, may be required. Specific requirements will be determined during the RFWOP/ Work Order award process.
2 General
Would awarded firms be precluded from other work with GLO?
Selection for an award under this RFQ may, depending on the circumstances, preclude an awarded entity from performing work on another contract paid with GLO-administered funding. Potential conflicts of interest shall be subject to GLO review as they arise and determined during each RFWOP/ Work Order award process.

5.6 Financial Capability Paragraph 1 Page No. 19
“Within three (3) business days of a potential awardee's acknowledgment of a Notice of Intent to Award issued by the GLO, the potential awardee is required to submit:
• Annual Reports, as described in Section
5.6.2 of this Solicitation, submitted as one Portable Document Format (.pdf) file; and
• One completed Financial Statement Components Worksheet, posted on ESBD with the Solicitation, submitted as a Microsoft Excel (.xlsx) file”
Do we need to submit our annual report within our statement of qualifications? Can our financial report be submitted as a separate confidential document? It is preferred that this be submitted separately so it is not public-facing.
No. Section 5.6.1 of the RFQ states “Within three (3) business days of a potential awardee’s acknowledgment of a Notice of Intent to Award issued by the GLO, the potential awardee is required to submit:
• Annual Reports, as described in Section
5.6.2 of this Solicitation, submitted as one Portable Document Format (.pdf) file; and
• One completed Financial Statement Components Worksheet, posted on ESBD with the Solicitation, submitted as a Microsoft Excel (.xlsx) file.
Section 6.1.6 of the RFQ states, in part, “The GLO is a government agency subject to the Texas Public Information Act (PIA), Chapter 552, Texas Government Code. The Solicitation Response and other information submitted to the GLO by Respondent are subject to release as public information. The Solicitation Response and other submitted information shall be presumed to be subject to disclosure unless a specific exception to
Texas General Land Office 6 RFQ 1388-SJ Addendum No. 2 disclosure under the PIA applies. If it is necessary for Respondent to include proprietary or otherwise confidential information in its Solicitation Response or other submitted information, Respondent must clearly label that proprietary or confidential information and identify the specific exception to disclosure of that information in the PIA…”
5.3 Litigation History Paragraph 1 Page No. 17
“Respondent must include in its Solicitation Response a complete disclosure of any actual or alleged breaches of contract it has engaged in. In addition, Respondent must disclose any civil or criminal litigation or investigation pending at any time during the last three years to which Respondent is/was a party or in which Respondent has been judged guilty or liable.”
Can we supply the litigation response as a separate confidential file without including it in our statement of qualifications? It is preferred that this confirmation be kept confidential.
No. Litigation history must be included in the Solicitation Response in accordance with the requirements provided Section 5.3 of the Solicitation.
Section 6.1.6 of the RFQ states, in part, “The GLO is a government agency subject to the Texas Public Information Act (PIA), Chapter 552, Texas Government Code. The Solicitation Response and other information submitted to the GLO by Respondent are subject to release as public information. 2.1 Project
Overview
Paragraph 3 Page No. 5
“The GLO may require a selected Provider’s Austin staff members to embed at GLO or federal funding agency offices.”
In the SOW, it stated that it may require staff augmentation within the GLO and federal funding agency offices. What do federal funding agency offices entail?
Historically, the GLO has not required engineering providers to embed staff with either GLO or federal funding agency offices.
However, as this scope of work is for unknown future disasters that may require unknown agency partnerships, the GLO cannot directly answer this question at this time. Specific requirements for embedded staff will be specified during the RFWOP process.
2.1 Project
Overview Paragraph 3 Page No. 5
“Provider is required to have the ability to quickly mobilize staff in the event of a Disaster.”
If mobilization due to a disaster is necessary, is that statewide (Texas), or does that include other states?
Statewide in Texas only.
Texas General Land Office 8 RFQ 1388-SJ Addendum No. 2
2.1.2 Description of Services Bullet i) Page No. 6
“Provide engineering services related to single or multi-family housing.”
Can you elaborate/clarify what providing engineering services related to single or multi-family housing entails?
This may include engineering related to the design and/or construction of the housing, structural assessments, calculating or reviewing calculations for detention ponds, etc.
Specific requirements related to single or multi-family housing will be further clarified during the RFWOP process.
Article II.
SCOPE OF
WORK,
Section 2.1 Scope of Services Requested
Paragraph number 1
Page number 5
“At the discretion of the GLO and upon issuance of one or more Work Orders, the selected Provider(s) will perform, or cause to be performed, comprehensive engineering services to support the GLO in its duties to construct, repair, or rebuild property or infrastructure in support of the GLO’s administration of long-term disaster recovery and mitigation missions in Texas to be funded though Community Development Block Grants for Disaster Recovery (CDBG-DR), and/or Mitigation (CDBG-MIT), or related allocations.”
Is the scope of services requested somehow tied to GLO’s River Basin Flood Study efforts?
No. The GLO does not anticipate that Respondents to this RFQ will be requested to perform work on the GLO’s River Basin Flood study.
