About this file
This document is an addendum to a Request for Qualifications (RFQ) for a Construction Manager-at-Risk (CMR) for Project 24-203-RSC, a new 50-bed maximum security facility at the Rio Grande State Center in Harlingen, Texas. The project is being procured by the Texas Health and Human Services Commission (HHSC) and covers approximately 80,000 square feet of program space, including patient rooms, support spaces, administration, and diagnostics. The addendum includes responses to questions received, attendee lists from pre-submittal webinars, a site visit sign-in sheet, and a HUB (Historically Underutilized Business) subcontracting plan training presentation. The current estimated timeline for start of construction is May 2025, and HHSC is not able to accommodate a January 2026 ground breaking as it could delay construction completion.
The HUB subcontracting plan training presentation outlines the various subcontracting method options, required plan pages, and good faith effort documentation that respondents must provide. Respondents are required to either self-perform all work or utilize certified HUB subcontractors, with specific requirements for written notifications, outreach, and justification for any non-HUB subcontractors. Additional information is provided on resources, special reminders, and HHSC HUB office contact details.

I sat in on these webinars but now I can’t seem to be able to log into the website for tis project. I was wondering if you could please send me the website so I can keep tabs of this project. We are very interested in bidding in Division 27 & 28 on the low voltage side subcontracting.
