About this file

This document is an addendum to a Request for Proposal (RFP) issued by the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of State Health Services (DSHS) for the Texas Behavioral Risk Factor Surveillance System (BRFSS) Annual Telephone Survey for Fiscal Year 2024. The Texas BRFSS is an annual telephone survey that collects data from non-institutionalized adult Texas residents regarding their health-related risk behaviors, chronic conditions, and use of preventive health services. The survey began with landline telephones and was expanded to include cellular telephone surveys in 2011, which now account for 80% of the sample. The proposed contract term is one year with up to four one-year renewal options. An optional pre-proposal conference was held on January 17, 2024, and the proposal submission deadline is February 12, 2024 at 10:30 a.m. Central Time.

The RFP does not guarantee any volume, usage, or total compensation to be paid to the selected contractor. HHSC and DSHS reserve the right to cancel or make a partial award under this solicitation. The contract will be funded by the Centers for Disease Control and Prevention (CDC) and DSHS. The addendum also includes instructions for submitting proposals, minimum qualifications, and the evaluation criteria.
