Additional sections will be added to the scope as necessary after inspection through change orders. Specification 09 97 00, section 1.1.A.2 revised.
Question #22
Can you verify that the items listed are the entire scope of work for this project:
• Surface prep and paint interior and exterior
• Containment
• Replace up to 30 tie rods and turnbuckles
• Replace manway cover
• Replace access ladder and safety climb
• Repair tank overflow weir box
• Seal CP port
• Replace sample port near tank base
• Remove cable and conduit and replace when complete
• Remove transformer, wiring gutter, rack, housekeeping slab and grout
• Replace pressure gauge
• Replace pressure instruments and install new rack
• New cathodic protection system
SOLICITATION NO.: 696-FD-24-B001-A
ADDENDUM NO. 2
ADDENDUM NO. 2
Answer #22
Yes, include the replacement and installation of the listed items as part of the base bid. Please also include minimum balcony repair/replacement as described in Answer #21. Many of these items were found to be severely corroded in the 2019 TCEQ Inspection and are expected to have deteriorated further.
Regarding the electrical scope, please include the following:
• Add new breaker to existing power distribution panel.
• Replace conduit and cable on tank leg.
• Add new ductbank from pump room the new electrical rack location.
• New rack shall include the following equipment:
o 10kVA transformer/panelboard combination unit o Cathodic protection panel o Heat trace panel o Lighting contactor panel o Pressure transmitter o Rack lighting and receptacle
Question #23
In reference to the following item: If any repairs are need after inspection, will those be treated as change orders? I do see the below information listed in 09 97 00. This specification section makes it sound as if the repairs will be needed to be performed but the section in the Scope of Work implies there will be an inspection to determine if they are needed. Please confirm.
“ Upon completion of surface preparation, the Engineer’s Representative will perform an inspection and determine if any elements of the tank require replacement. Based on the results of the inspection, replacement of several tank elements may be warranted, including but not limited to the following items:
turnbuckles, access ladder and safety climb device, construction manway flange, overflow weir box, sample port, anchor bolts, rods and rod mounting hardware, and the cathodic port. The tank inspection report dated 6/12/2019 prepared by Dunham Engineering, Inc is attached in the appendix for reference.”
Answer #23
In order to cut down on change orders and associated paperwork, these items have been deemed most probable for replacement and should be included in the base bid. If the Engineer’s Representative deems these items can be repaired, the item should be credited back to the owner minus any associated repair costs outside of scope if any. The items listed in Section 09 97 00 and 01 00 00 should be included in the base bid for removal and replacement as they were considered “severely corroded” in 2019. Any other items deemed by the Engineer’s
Representative after blasting for removal and replacement or repair and considered outside the scope will require a change order. Please note the added items bolded in Sections 09 97 00 and 01 00 00.
Question #24
Is the existing distance from the riser pipe to ladder known? Is there enough space to allow for install of the clips for conduit support. If not will ladder need to be cut off & re-installed to accommodate for spacing?
Answer #24
The existing distance is unknown. If conduit cannot fit or be rerouted, Contractor to submit an RFI to determine if the ladder needs to be relocated.

ADDENDUM NO. 2
ADDENDUM NO. 2
Question #25
Is there a date this project is expected to be completed by? Or when this project will be awarded? Is it possible that this project could be completed in the Fall?
Answer #25
The project is expected to be completed in 270 calendar days. The project will be awarded within 180 days of bid closing.
Question #26
Regarding the HUB subcontracting plan, I understand this is a requirement apart of this project, but the this type of work is a unique industry and there is not many contractors the work on elevated storage tanks. Let alone that are certified HUB. We will have to subcontract the electrical and we have contractor that is familiar with this type of work we typically use on these projects. There are some small portions of the project we could potentially use HUB subcontractors on such as site restoration and disposal of abrasive. Just trying to get an understanding of what we need to do to comply with this HUB program.
Answer #26
Please reach out to the TDCJ HUB program.
Question #27
Can you also confirm which manway cover is to be replaced, any is it just the cover or the full manway replacement.
Answer #27
The 24” manway flange on the top of the bowl is what needs to be replaced. Replacement of the 30” manways on the main riser pipe are not part of the current scope and will be evaluated after blasting. Sections 01 00 00 paragraph 1.1B.2 and Section 09 97 00 paragraph 1.1.A.2.b have been revised.
