About this file
This document is an addendum for a Request for Offer (RFO) issued by the Texas State Library and Archives Commission (TSLAC) for an e-book and audiobook mobile application suitable for use by a consortium of Texas public libraries. The RFO seeks a qualified contractor to provide the mobile application and a marketplace of e-book and digital audiobook content from which TSLAC can purchase titles for the shared consortial collection. The addendum provides responses to questions received from potential respondents regarding the functional and technical requirements, such as ordering system capabilities, catalog record availability, training needs, and data security. The response deadline for this solicitation is January 31, 2024 at 2:00 PM CT.
The RFO does not disclose a specific budget but indicates that the current e-book and audiobook collection expenditures are less than $100,000 annually. The incumbent provider, Amigos Library Services, is unlikely to be bidding on this opportunity as they will no longer support the existing SimplyE application used by TSLAC. The RFO is seeking a commercial-off-the-shelf application that can meet all of the stated requirements without extensive customization.

ADDENDUM
Addendum No: 01 Date: January 17, 2024 Solicitation No: 306-24-0143
Solicitation Title: E-Book/Audiobook Content and Mobile Application
Response Deadline: 01/31/2024 at 2:00 PM CT
TSLAC Purchasing Contact: Pam Rodriguez; prodriguez@tsl.texas.gov
Purpose of Addendum: Questions and Answers
Except as provided herein, all terms and conditions of the solicitation document remain unchanged and in full force and effect. The following are the specifications of the solicitation. This Addendum may be attached to and form a part of the referenced solicitation document and any resulting awarded contract and may be considered in your Response.
Question #1: Section Reference: Page 13 Section 1.2.3 Ordering System (F) “Should allow for the creation of standing orders and/or approval plans.”
Question: Can TSLAC expound more on the exact functionality expected with this requirement.
Answer: TSLAC may request a standing order on a specific title or collection of books. For example: A publisher may release a new volume of the current Texas Administrative Code each year. TSLAC should have the option to request a standing order for that title for a specified period of time. Another example is a standing order that includes any new title by a specific author or set of authors.
Question #2: Section Reference: Page 13 Section 1.2.3 Ordering System (G) “Must provide functionality that alerts user about possible duplicate orders.”
Questions: Can TSLAC expound on what constitutes an alert? Is the alert on a title-by-title basis? Is the alert prior to an order being placed (so in an active cart)?
Answer: The system must provide an alert in an active cart, when the user is viewing full record for an individual title, or in the search results. Based on the ordering history, the system must alert the user to the past purchasing history of the title to avoid ordering a duplicate of the same title in the same format. The alert can be an icon showing past purchase of a title, or something similar.
Question #3: Section Reference: Page 13 Section 1.2.6 Catalog Records (A) “Catalog or MARC records must be available for the e-book and audiobook collection. These records must be able to automatically feed into a library’s ILS via an API or other method so that MARC files do not have to be manually loaded.”
Question: Can TSLAC expound on what is meant by “automatically” and the workflow expectations?
Answer: Catalog records must be available for participating libraries to ingest into their ILS if they so choose.
After initial set up and configuration, the records should flow into the ILS automatically after a new content order is placed and processed. It is not required that this functionality be in place for every ILS in use by participating libraries, but the more compatible systems, the better.
Question #4: Section Reference: Page 17 Section 4 Training “Sessions will primarily be virtual, but there may be a need for at least two on-site trainings a year.”
mailto:prodriguez@tsl.texas.gov
Question: Can TSLAC indicate whether on-site/in-person trainings will be mandatory or at the discretion of the contractor? If mandatory, please indicate a minimum number of on-site/in-person trainings required per year for the term of the contract.
Answer: The need for on-site training sessions will depend on the libraries’ participation in the virtual training sessions. If many libraries cannot attend the virtual sessions, at least two on-site trainings will be required during the contract period. The sessions will be located in an area that will allow maximum participation for those libraries that were unable to participate in the virtual training sessions.
Question #5: Section Reference: Page 49 106 Information Security Requirements e. “TSLAC data shall not be accessed from, stored at or transported to locations outside of the United States.”
Question: Can TSLAC expound on whether/to what extent this applies to all data associated with this contract? Specifically, does it apply to content purchases/ordering data (titles purchased, license terms, price, etc.)?
Answer: The system and the data stored can only be hosted and stored in the continental US. Titles may be provided from outside of the US but this also assumes that the content has been reviewed, scanned, and will not pose a threat to the agency.
Question #6: Section Reference: Page 77 5 Participating Libraries 5.2 Please review the attached list of participating libraries (Attachment 2) and indicate if any of these libraries would be excluded from participation.
Question: Can TSLAC provide a list of each library’s ILS system in use?
Answer: Yes, this can be provided. See Attachment 1 to this Addendum.
Question #7: General question not tied to a specific section in the RFO document.
Question: For the 209 libraries currently participating in the E-Read Texas Program, if awarded the contract, would it be possible for the current configuration information for participating libraries to be exported from SimplyE and provided to the vendor (specifically the library’s ILS and collection credentials)? This would expedite the configuration process and also decrease the impact on the individual public libraries to gather and send this same information again.
Answer: We might be able to export this data from SimplyE, but the TSLAC contract manager will discuss with the awarded vendor the best method for gathering this data and come to a mutual solution.
Question #8: Section II, Subsection 1.1.2.
1. For laptops and desktops, there will be full functions, with priority over mobile, or both mobile and desktop will have the same functions?
Answer: It is preferred that both formats have the same full functions. If available, the laptop/desktop version should allow users to search for content, check out content, and place holds, at a minimum.
Question #9: Section II, Subsection 1.1.3.
1. Is the search here a search by document name, or more broadly, a search by author name, or topic name?
Answer: Users should be able to search for titles, authors, and keywords.
Question #10: Section II, Subsections 1.1.4.
1. In-device notifications, so the notification will appear when the user has entered the application, or when not using the application, the notification will also display on the mobile device.
2. Will accept all email domain names of registered users, or only limit some domain names (gmail, email, yahoo,...)
Answer: Notifications should occur in the application and when not using the application.
The application should accept all email domain names, but it should be specified that it is for personal email addresses only.
Question #11: Section II, Subsections 1.1.5.
1. After changing the information, when downloaded, the application will save the fonts and background, right?
Answer: Correct. This requirement is to accommodate users with low visibility or visual impairments.
Question #12: Section II, Subsections 1.1.6.
1. With the payment method, discounts or voucher codes will be applied to customers
Answer: The user should not pay for any books. The checkout is only to reserve the requested title and allow them to read or listen to the book during the allowed lending period.
Question #13: Can we sync ebooks to multiple devices?
Answer: This is preferred.
Question #14: Section II, Subsections 1.2.1 (A) & (B)
1. Do users need any registration or authentication steps before paying to download?
2. Will download file formats not limit storage capacity?
Answer: Users will need registration instructions for each institution so that they can request lending materials but will not be purchasing materials. All purchases will be made by TSLAC. TSLAC will need credentials for the online ordering system.
Users may download materials to their device, but the downloaded files will only be accessible within the offered application. The file formats required are listed in Section II, Subsections 1.2.1 B.
Question #15: Section II, Subsection 1.2.1 (C)
1. What security measures are in place for adult fiction stories so that people underage cannot read/listen to them?
Answer: TSLAC does not place restrictions on who can access which materials as that is at the discretion of each participating library. If your app has the capability to restrict materials by age, please provide details in your response.
Question #16: Section II, Subsection 1.2.1 (D)
1. For this application, it is recommended to define all possible display languages to ensure the best display size and font, Can you give a specific list?
Answer: This section refers to e-book and audiobook content only. As stated in Section II, Subsection 1.2.1 (D), English and Spanish language content is acceptable. The only required language for the application interface is English, although we strongly prefer that the interface be available in multiple languages.
Provide a list of all available languages in your response (see Appendix D, Section 2, 2.8).
Question #17: Section II, Subsection 1.2.5. (C)
1. Including libraries participating in opening accounts at the local level, right?
Answer: If individual libraries choose to purchase materials for their local collection, they should not be charged additional hosting or platform fees.
Question #18: With this RFO is TSLAC looking to replace SimplyE?
Answer: That is correct.
Question #19: What is the allocated budget for this project?
Answer: The budget for this project is not disclosed.
Question #20: Is there any incumbent for this opportunity?
Answer: Amigos Library Services is the incumbent. The link to their current contract is provided here:
https://tsl.bonfirehub.com/publicContracts/95227#!/
Question #21: If there is an incumbent then why you are looking for other companies? Are you not happy with them?
Answer: The incumbent will no longer support the SimplyE application. TSLAC is looking for another E- Book/Audiobook application for the E-Read Texas Program.
Question #22: If there is an incumbent then are they bidding for this opportunity?
Answer: It is unlikely.
Question #23: Is there a plan for updating existing book title content or providing sequels?
Answer: Yes, there is a plan for the collection to continue to grow. This could mean sequels to the existing book titles or new book titles not existing in the collection.
Question #24: Could you specify the genres, topics, or categories for content development, e.g., Information Technology, Healthcare, or Transportation? It will help us tailor content to meet the expectations.
https://tsl.bonfirehub.com/publicContracts/95227#!/
Answer: Content guidelines are provided in Section II, Subsection 1.2.1 (C). The audience for the collection is primarily adults, and the collection includes a wide variety of materials. We are looking for content of all subjects and genres, and not for a specific subject specialty.
Question #25: Is there any preferred platform needed or Agency open for suggestions? Considering that the project involves a mobile application, would you like the proposer to present a solution with a Content Management System (CMS)? Additionally, are there any specific CMS recommendations you have, or is there an existing CMS in place that should be considered?
Answer: The agency would not like to continue using the SimplyE application. SimplyE is not able to meet all the requirements TSLAC needs. This is the application that TSLAC has used for the last few years:
https://www.nypl.org/books-music-movies/ebookcentral/simplye/getting-started
A commercial-off-the-shelf (COTS) application that meets all the requirements for TSLAC and the participating libraries as listed in the solicitation is needed. If the proposed application requires a lot of customization or software development to meet the requirements, then it is likely the response will be disqualified. A CMS would not meet the needs of this solicitation. The proposed application should exceed the features offered in the SimplyE application.
Question #26: Would it be helpful to have TX-RAMP certification?
Answer: It is not required, but it is helpful.
Question #27: How is the server currently hosted? Is it SQL-based or another format?
Answer: We do not have this information. Our current app vendor hosts the SimplyE application, and our current content vendors host the collection content. The awarded contractor must be able to provide hosting for the app and content. We will not be migrating data from the current app vendor’s servers.
Question #28: Are there any limitations on the hosting services?
Answer: Refer to Sections V & VI of the solicitation. Even if the application is vendor-hosted, it is important that the hosting service meets the requirements specified in that section. If the vendor can host the application using DCS, please include that information in the Technical Proposal of your response.
Question #29: What are the projected number of libraries expected to come on board the program after launch?
Answer: If you are asking about the current number of libraries, refer to Attachment 2 of the solicitation. If you are asking for additional libraries after the implementation of the new application, TSLAC will not know that until the eligible library shows interest in joining the program.
Question #30: Will averages of MAU (monthly active users) of each library be provided? Is the population served this number?
Answer: No, we will not be providing monthly active users. Population served includes the entire population eligible to use a given library, not the number that actually use the library or the current mobile app.
Question #31: The scope of work talks about a website. Should we also include the price of a website for the requirement stated? Can we get more information on what type of functionality the website should handle.
https://www.nypl.org/books-music-movies/ebookcentral/simplye/getting-started
Answer: TSLAC assumes that the proposed application already has that capability included since it will be used by the patrons in the public library community. To be clear, this solicitation is for a commercial-off-the shelf (COTS) application that is already in production, not a custom-build application.
Question #32: Where and how is the data currently being housed? This can help us analyze the migration requirements.
Answer: See answer to #27.
Question #33: We’re assuming that the vendor will be hosting and housing the data on our solution proposal or does TSLAC have a preference on hosting?
Answer: See answers to Question #27 and #28.
Question #34: What is the minimum OS version for both Android and iOS?
Answer: The Respondent should provide the minimum OS version supported for both Android and iOS. Since the OS version can vary from person to person, a range of OS versions should be made available no later than 2 years old. Keep in mind that the user’s security should always be up-to-date for those versions.
Question #35: What is the minimum turn around time for barcode scanning updates on new OS?
Answer: This is not relevant to this solicitation.
Question #36: Can we get some more detail information on what data needs to be available offline when a user changes account?
Answer: Users need to be able to read/listen to any e-books/audiobooks that they have downloaded to their device while offline.
Question #37: What are the password requirements for creating a new account?
Answer: Refer to Section II, Subsection 1.1.1. The proposed application should be able to integrate with commonly used ILS and allow patrons to authenticate with their library credentials.
Question #38: What will be the requirements for creating a new account?
Answer: See answer to Question #37.
Question #39: Android has a 3.5 GB limit for application storage. We’d like to keep those guidelines. Is that acceptable across both applications? Is there anything we need to be aware of when users are removing offline data?
Answer: This is acceptable.
Question #40: Is there any accessibility concerns we should keep in mind besides those outlined in Revised 508 Standards?
Answer: Refer to Section II, Subsection 1.5 of the solicitation.
Question #41: Does the first time implementation come included with the Electronic collection expenditures of less than $100,00.00 annually.
Answer: See Appendix C (Cost Worksheet) of the solicitation. It is expected that the implementation will be a separate cost and considered a one-time fee in this project.
Question #42: How will new (book title) materials be acquired for the marketplace? Does vendor have to seek out the material?
Answer: The Respondent/Contractor is expected to provide content for purchase by TSLAC. Different title formats may be offered in the marketplace. Refer to Section II, Subsection 1.2.
Question #43: How is the data currently being stored? Is the data stored in a MySQL database or a NoSQL database? Is it an Oracle brand, MongoDB, etc.?
Answer: See answer to Question #27.
Question #44: What level of security is required at rest and in transit?
Answer: Refer to Section VI, page 60.
Question #45: If possible, could you please provide us with the participant list and recordings at your earliest convenience?
Answer: The participant list will be provided in Attachment 2 of this document and the link to the recorded pre-submittal conference is provided here. https://youtu.be/OPQUi737F5c?si=aErpLHQ34cJY2NeX
