About this file
This document is an addendum to a Request for Qualifications (RFQ) issued by the Texas Education Agency (TEA) for the production and delivery of large-print instructional materials for Texas public schools. The addendum incorporates changes to the solicitation, including responses to questions from prospective bidders regarding the Task, Activity, Deliverable, and Budget Plan, page count estimates, sample requirements, and the list of adopted materials. The contract opportunity is for the production of large-print materials for the Proclamation 2024 titles, which will be approved through the new Instructional Materials Review and Approval (IMRA) process. The number of pages and titles to be ordered is currently unknown and will depend on the requests from local education agencies.
Regarding pricing, the TEA has requested that bidders provide both a price-per-page and a price for binding, based on an average of five volumes per textbook. The TEA also noted that large-print format of a state-approved title is only created if it is requested through the state ordering system. The contract duration and any renewal options were not specified in the provided information.

Texas Education Agency RFQ 701-23-020, Production of Large-Print Materials for Texas Public Schools
Addendum 2, January 16, 2024
This addendum incorporates the following changes to the above-referenced solicitation:
I. Questions - The following questions and associated responses are hereby incorporated into the above-referenced solicitation:
1. QUESTION: For the Task, Activity, Deliverable, and Budget Plan (TADBP), should we provide separate unit pricing?
TEA RESPONSE: Yes, if applicable. Please provide both a price-per-page and a price for binding, based on an average of five volumes per textbook.
2. QUESTION: Can you provide an estimate of page counts to help us determine budget?
TEA RESPONSE: TEA RESPONSE: Page count estimates are not available at this time. To get an idea of how many pages are included in the Proclamation 2024 titles, please access the Proclamation 2024 Pre-Adoption Samples on the TEA website.
3. QUESTION: How many pages are expected to be ordered by July 22, 2024, and how many are expected to be ordered after July 22, 2024?
TEA RESPONSE: The number of pages in unknown, it will depend on the LEAs.
4. QUESTION: The link in Attachment J to the PDF file does not work. Can you please provide an updated link?
TEA RESPONSE: See Addendum 1 on the ESBD for an updated link.
5. QUESTION: Does the entirety of the 732-page book need to be completed for the sample? That is a very large sample size, especially with a 150-page volume limit and 3 sample copies requested for the RFQ.
TEA RESPONSE: Proposers may shorten the required sample to omit Unit 4 and Unit 5 of the text. Please include pages iii–389 and pages 624–R86.
6. QUESTION: Can you provide a list of the titles and ISBN numbers this bid will include?
TEA RESPONSE: The report titled Proclamation 2024 List of Materials Adopted by SBOE may currently be accessed on the TEA website. It lists the materials adopted by the SBOE at its November 2023 meeting. This can be viewed as an example of the volume of textbooks adopted during the Review and Adoption process; the Instructional Materials Review and Approval (IMRA) process is a new process, so we do not have data regarding the volume of titles that will be approved in these cycles, which will begin in 2025. It is important to note that large-print format of a state-approved title is only created if it is requested in the state ordering system.
7. QUESTION: For the large print sample, can you please provide us with the Front and Back covers so that we can finalize the sample?
TEA RESPONSE: See Addendum 3 on the ESBD for front and back covers of the sample.
II. All other provisions of the solicitation remain the same.
