About this file

This document is an amendment to an invitation to bid (IFB) issued by the Texas Department of Criminal Justice (TDCJ) for the procurement of refrigerant. The IFB, number IW170797, was originally scheduled to open on January 11, 2024, but has been revised to open on January 18, 2024 at 3:00 PM. The amendment addresses questions received from bidders, including the availability of EPA certification and the use of an R22 replacement refrigerant. TDCJ has indicated that alternates will be considered, but they must be noted on the bid.

The contract opportunity is for the supply of refrigerant to TDCJ, with the contract covering jurisdictions in Harris County and the City of Houston. Bidders must acknowledge receipt of this amendment in their bid submission, or their bid may not be considered.

Questions and Answers:

Question 1: The last time the bid was up I was having challenges with companies to process the order because they needed

EPA certification, some kind of documentation showing that an HVAC technician will be handling the product. Are you able to produce this prior to delivery of the product? Or how does this work?

Answer: Attached is a copy of the HVAC technician’s certification.

Question 2: Bid IW170797 is requesting pricing on R22 which is no longer in production. Could we quote the "drop in" replacement for this? It would be R458A R22 replacement

Answer: Alternates will be considered but it needs to be notated on the bid.
