About this file
This document is an Addendum to an Invitation for Bid (IFB) issued by the Statewide Procurement Division (SPD), a division of the Comptroller of Public Accounts (CPA) in the state of Texas, for Gases and Dewar Rental. The major customers for these items are the Texas Department of Public Safety, Texas Commission of Environmental Quality, and Texas Department of Criminal Justice. The Addendum provides responses to questions regarding purchase order issuance, customer-owned cylinder requirements, and pricing structure. It also revises the specifications for the Ammonia, 50 ppm UHP line item to indicate that the balance gas is Nitrogen.
The pricing for this contract must include all contract requirements, including shipping. The contract does not guarantee a specific volume to be purchased, as multiple agencies will order from this contract as needed. There are no set-asides or incumbents mentioned, and the document does not provide details on funding requirements or sources.

IFB NO. 304T-24-430M2 ADDENDUM NO. 1
CONTRACT SPECIALIST: Madison Galvan, CTCD, CTCM
The purpose of this Addendum is to provide a response to questions and revise Attachment E.
QUESTIONS AND ANSWERS
Question 1: If awarded, how will purchase orders be provided to contractor?
Response 1: Customers will issue an internal purchase order. The delivery method of purchase orders will be dependent on each Agency. Reference Part A, Section A.10.1 Customer Purchase Orders.
Question 2: Part-A, page A10, section (3) references customer owned cylinders hydrostatically tested and filling. Are there customer owned cylinders we will be required to fill, and maintenance? If so, could you identify the type of gas cylinders and quantities?
Response 2: Yes, cylinders and dewars owned by Customers must be filled and tested by the Contractor.
Contractor must ensure cylinders and dewars meet applicable requirements, per Part A, Section A.7 Requirements and Specifications. Please reference Attachment F Common Cylinder sizes for Compress Gases.
Reference Part A, Section A.7.5 Quantities, CPA does not guarantee a specific volume to be purchased throughout the term of the Contract. Note: Multiple agencies order from this contract as needed. There is no guaranteed quantity of gas cylinders.
Question 3: According to A.4.1 paragraph 2. We interpret that as shipping will need to be included in each cylinder price. Is that correct? We want to make sure so that we quote accurately because each district will have a different price to cover freight from our distribution points. If freight were prepaid and add, or collect, it would allow us to quote cylinders more uniform.
Response 3: Yes, unit prices must include all Contract requirements (including shipping). Reference Part A, Section A.4.1 Pricing Structure – Firm Price with Escalation (lines 18-109)
Question 4: Is the below screenshot example the correct format to submit? I would like to list our description on this list, would I list that in column F “Manufacturer/Brand for Gas”?
Response 4: Item descriptions should be provided with the descriptive literature, Reference Part A, Section A.16.8 Descriptive Literature for Products Offered. Column F of the Mandatory Price Sheet should be completed with the Manufacturer/Brand for Gas(es).
Question 5: Attachment E Page 5, Line 19 – What is the balance gas of this mixture?
Response 5: For line item 19, the balance gas for Ammonia is Nitrogen.
