About this file

This document is an Addendum to RFP-731-24-004-JC for Aircraft and Flight Training Services issued by Texas Woman's University (TWU). The RFP seeks a vendor to provide aircraft and fixed-wing flight training for TWU's Doswell School of Aeronautical Sciences flight program. TWU will provide the Aeronautical Science degree program as part of their course offerings. The addendum addresses questions and answers related to the proposal requirements, including clarification that proposals will be submitted digitally through Bidnet rather than as paper copies, an anticipated initial Fall 2024 enrollment of up to 25 students, plans for TWU to conduct classroom training at the Denton campus and apply for a provisional pilot school certificate, and the timing of students completing their Certified Flight Instructor (CFI) and Certified Flight Instructor Instrument (CFII) certifications.

The RFP is for services within the state of Texas, specifically in Denton County and the city of Denton. Audited financial statements are only required if requested by TWU. The addendum also provides details on the Private Pilot Flight curriculum, indicating that it is split into two labs intended to be completed in the freshman year.

ADDENDUM # 1

RFP-731-24-004-JC

Aircraft and Flight Training Services

THE PROPOSAL YOU ARE SUBMITTING FOR THE ABOVE RFP NUMBER MUST CONTAIN

THE FOLLOWING ADDITION(S).

Questions and Answers

1. 2.3.4 mentions the proposal being on 8.5x11 paper, but my understanding is that the submittal is digital via Bidnet direct-Can you clarify? A: Yes paper copies are not accepted-you will submit your response online through Bidnet

2. 3.3.2 mentions increasing operational support for up to 120 students in the initial contract term. Is there an anticipated Fall 2024 enrollment goal?

A: We anticipate an initial Fall 2024 term enrollment of up to 25 students.

3. 3.3.3 does not specify classroom training. Will this be conducted at TWU’s campus under the provider’s 141 certificate initially?

A: Yes. TWU will conduct classroom training at the Denton Campus. TWU will apply for a provisional pilot school certificate under FAR part 141.7 as soon as personnel are in place. If unable to obtain ground school air agency by fall 2024 the school will work with provider to include TWU instructors and space under provider’s 141 certification, initially.

4. 5.4 says audited financial statements if requested. Should the bidder not include financial statements and simply send them when/if requested? A: Only if requested

5. Exhibit 3: It seems that Private Pilot Flight is split into two labs. Are those intended to be taken in Freshman year?

A: Yes. Based on observation of other collegiate flight programs, completing Private Pilot certification in a single semester is an exception.

6. Exhibit 3: what year does TWU anticipate students taking CFI and CFII (professional pilot option)? Bidder thinks it is important for students to work as flight instructors during their senior year.

A: Agree with vendor. Assuming student is completing flight courses in a timely manner, we anticipate students would be able to instruct by 4th year (regardless of formal degree Plan of Study).
