About this file
This document is a Request for Qualifications (RFQ) issued by Texas State University for International Student Recruiting Services. The University seeks to procure the services of multiple international student recruitment agents to promote its academic programs and intensive English instruction, and to find prospective students to enroll at Texas State. The contract will be non-exclusive and have a one-year term with options to renew for four additional years if funding is available and both parties agree. Responses to the RFQ are due by October 24, 2023, and the University plans to notify the successful respondent(s) by November 6, 2023, with the contract expected to be executed by December 15, 2023, and work beginning on January 1, 2024.
The University will pay the successful respondent(s) a 20% commission on the net tuition charges per term for each non-U.S. resident student enrolled. The RFQ outlines the selection criteria, which includes the number of successfully enrolled students, the number of countries students have been recruited from, the number of established partnerships, and the number of years the agency has been in the international student recruiting business. The University has determined that subcontracting opportunities are not probable for this procurement and, therefore, a HUB Subcontracting Plan is not required.
