About this file

This document is an Addendum to a Request for Proposals (RFP) issued by the Texas Health and Human Services Commission (HHSC) on behalf of the Texas Department of State Health Services (DSHS) for the statewide and biennial Texas Youth Risk Behavior Survey (YRBS). The YRBS is used to monitor priority health risk behaviors among public and charter high school students in Texas. The initial contract term is 2 years, from September 1, 2024 to August 31, 2026, with DSHS having the option to extend the contract for up to 3 additional 1-year periods. The RFP provides details on the scope of work, including the survey administration methods, data collection, and reporting requirements. Key dates include the deadline for submitting questions on November 3, 2023, and the deadline for submission of responses on November 28, 2023.

The RFP requires respondents to provide a cost proposal using the provided Exhibit J Cost Workbook, which does not allow for the inclusion of pricing assumptions. The RFP states that 15% of the total evaluation score is based on how clearly the cost proposal describes the costs associated with the project scope. The RFP also indicates that HHSC will conduct an optional HSP Training webinar on October 27, 2023, for interested parties.

9 COST PROPOSAL:

On page 41, Section 7.1 and Exhibit J

RFP states, “Assumptions must not be included in a Solicitation Response.” Exhibit H – Evaluation Tool includes language under 3.1 regarding “how clearly [the cost proposal] describes the cost associated with the planning and execution of the project scope outline in the RFP.” Fifteen percent of the total score is allotted to this criterion. However, Exhibit J – Cost Workbook does not include an area for bidders to include their cost assumption, and the RFP is clear in section 7.1 Cost Proposal that only Exhibit J “constitutes the Cost Proposal component of the Solicitation Response.” In order to be scored on this evaluation criterion, what location in the response should bidder put their pricing assumptions?

Refer to RFP Section 7.1 (Cost Proposal) and Exhibit J, Cost Workbook. Respondents will provide their proposed All-Inclusive Unit Price(s) in the “yellow” highlighted cells of columns D, F, and H.

There is no other location for submitting pricing assumptions. In addition, reference 3.5.6 (Binding Offer) “If a Respondent’s ability to enter into a Contract is contingent upon any exception or assumption provided in accordance with Section

3.5.4 (Exceptions) or Section 3.5.5 (Assumptions), the Respondent may be disqualified from further consideration for Contract award.”
