About this file
This document is an Addendum to a Request for Proposal (RFP) issued by the Texas Parks and Wildlife Department (TPWD) for the Oyster Cultch Placement in Multiple Bay Systems project. The RFP seeks contractors to provide shallow water land and marine services to transport and place oyster cultch material within marked boundaries in multiple bay systems along the Texas coast, with the first project located in Carlos Bay and Mesquite Bay in Aransas County. The addendum provides clarification and answers to various questions related to the scope of work, transportation, contractor requirements, qualifications and experience, price adjustments, HUB subcontracting, and insurance/performance bond requirements. The proposal is due on December 5, 2023, and the project is expected to commence on April 1, 2024, with completion by May 31, 2024.
The addendum specifies that contractors will be responsible for any permits required for construction, and TPWD will provide resources to help navigate the site and avoid hazards. Contractors are required to describe how the cultch will be placed in a flat layer to avoid navigational hazards. Relevant experience of placing cultch on oyster reefs is considered, and subcontractors must have Coast Guard-certified licenses to operate vessels. Pricing for additional cultch will be provided on a per-cubic-yard basis, and HUB subcontracting plans are required, even for HUB-certified companies.
