About this file
This document is a Request for Qualifications (RFQ) issued by the Alvin Community College, a two-year public community college in Brazoria County, Texas. The college is seeking qualifications from individuals or firms to assist with completing current construction projects, developing a more efficient construction management process, and providing hands-on training to the college's Facilities/Finance and Senior Administration teams. The key requirements include project management services, facilities management training and development, and the creation of comprehensive procedures and protocols for managing the college's facilities and grounds. The RFQ outlines the scoring methodology, proposal components, and the qualifications and experience expected from the respondents. The deadline for submitting the qualifications is October 13, 2023, at 10:00 am CST.
The RFQ indicates that the college has experienced significant employee turnover and needs to complete several deferred construction projects, including parking lot reconstruction and facility renovations. The college is looking to engage a qualified individual or firm to assist with these tasks and develop the internal capabilities of the current staff to manage construction projects and facilities operations more effectively. The college is open to considering respondents with experience working with similar-sized community colleges or independent school districts.

Background
The Alvin Community College District, a two-year public community college, was approved by the qualified voters of the Alvin Independent School District on November 2, 1948. From its inception until 1971, the College was administered by officials of the Alvin Independent School District. The 1971-72 academic year marked the beginning of a new era in the history of Alvin Community College. A separate administration, tax district, and College Board were established to assume the management, control, and operation of a newly created Alvin Junior College District. Alvin Community College is a public community college in Brazoria County, Texas. The college provides educational opportunities in workforce training, academics, technical fields, adult basic education, and personal development. The College seeks to provide students the opportunity to develop skills needed to enter and succeed in College programs through continuing opportunities to extend and upgrade skills, knowledge, and interests; through testing, evaluation, and counseling to allow students to make informed decisions regarding their abilities, achievements, and behavior; and through experiences to develop personal, social, and cultural dimensions. Alvin Community College is accredited by the Commission on Colleges of the Southern Association of Colleges and Schools to award associate degrees and certificates.
Alvin Community College is centrally located in Alvin, TX (Brazoria County), southeast of Houston. The College generally serves students within its service area of Alvin Independent School District, Pearland Independent School District and Danbury Independent School District, as well as other school districts outside its service area.
Aside from general academic education, the College prides itself on Career and Technical Education programs, such as Nursing, Process Technology, Business Administration, Emergency Medical Services and other allied health programs, Radio/TV Broadcasting and others. Popular programs in Continuing Education and Workforce Development include Welding, CDL Training, License preparation, and testing, Dental Assisting, Veterinary Assisting, and more.
The College is led by a nine-member Board of Regents elected by the local taxing communities to develop and institute a vision for the College ensuring the needs of the community and students are met.
The administration of the College is led by the President and vice presidents responsible for the unique administrative and academic areas of the campus ensuring compliance with local, state and federal regulations. The aforementioned administrators are known as the Executive Leadership Team (ELT) and are further charged with carrying out the vision of the Board of Regents.
In 2018, local voters approved a significant Municipal Bond ($25M) for the purpose of completing significant construction projects to address a wide variety of failing infrastructure and facilities improvement/modernization needs. Given the global pandemic, several of these projects were delayed for a combination of various reasons.
A small number of projects remain in need of completion. In addition, owing to significant employee turnover resulting from resignations and/or retirements, the College finds itself in need of experienced support with three primary tasks. First, short-term project management skills and experience to complete pending projects ranging from parking lot re-construction and maintenance to specific facilities projects including renovation and/or re-tasking of facilities. Second, the College needs experienced consultant trainer/coaches to build the project management and daily operations skills for current departmental leadership personnel. Third, the College needs assistance with developing a comprehensive set of procedures and protocols for managing the facilities and grounds department.
Thus, the College seeks specific examples of work products that meet these three expectations – project management, hands-on training for facilities management personnel, and a comprehensive, written document containing procedures and protocols for managing all aspects of the College’s facilities and grounds.
The purpose of the Request for Qualifications is to consider the qualifications and possibly engage an individual or firm who might assist, train and engage the College Facilities/Finance and Senior Administration teams with the completion of pending projects and with developing a facilities and grounds procedures and protocol to manage the operations and planning of the department.
Considerations for Qualifications
Alvin Community College seeks qualifications and relevant credentials from individuals or firms who would be able to consult with staff and senior administration on:
1. Closing out current or queued construction projects, and
2. Create, review and recommend modifications to current construction process.
3. Provide construction project management help for current staff and at the same time develop a more efficient construction management process for our Physical Plant/Facilities Department
4. Aid tying up loose ends and not necessarily manage a construction project.
5. Anticipated goal will be to train and develop an ACC project manager from the ground up using the process of developing a construction department that will operate more efficiently.
6. The process should consider the construction department will be involved with the project from concept, through design, construction, and ultimately move-in and turn over to the Facilities
Department. ACC’s Financing and administrative piece tied to the project will need to be addressed.
