About this file

This document is an addendum to the Texas Education Agency (TEA) Request for Proposal (RFP) 701-23-021 for Nationwide Higher Education Enrollment & Graduation Records. The addendum incorporates responses to questions regarding the importance of working with a sole source provider, the need for privacy certifications, the requirement for aggregate reports, and the data elements that TEA will share with school districts. The RFP seeks proposals from qualified respondents to provide nationwide higher education enrollment and graduation records for Texas high school graduates, as specified under Section 2155.067 of the Texas Government Code. The RFP is advertised for Travis County and the City of Austin.

The addendum does not provide details on pricing terms, set asides, incumbents, funding requirements or sources, or contract term and renewal options. The focus is on clarifying the RFP requirements and evaluation criteria, particularly around data privacy, reporting, and data sharing with school districts.

Texas Education Agency RFP 701-23-021, Nationwide Higher Education Enrollment & Graduation Records

Addendum 1, September 1, 2023

This addendum incorporates the following changes to the above-referenced solicitation:

I. Questions - The following questions and associated responses are hereby incorporated into the above-referenced solicitation:

1. QUESTION: How important is it for the TEA to work with a sole source provider vs a reseller to mitigate risk?

TEA RESPONSE: Please refer to the Evaluation Criteria listed in Section 4.2 of the solicitation.

2. QUESTION: How important is the winner to have the privacy certifications, such as the ikeepsafe.org’s FERPAbadge?

TEA RESPONSE: Evaluation Criteria are listed in Section 4.2 of the solicitation. We advise contractors to carefully review TEA’s contract terms and conditions in Attachment B as well as the information requested in Attachment H, which should provide insight into TEA’s information security requirements.

3. QUESTION: How important is it for TEA to receive aggregate reports for a more complete view of student outcomes without the restrictions required for reports containing personally identifiable information?

TEA RESPONSE: As detailed under Project Deliverable 2 in the RFP, TEA wishes to receive formatted reports containing nationwide enrollment and graduation records from higher education institutions and formatted reports for each high school campus.

4. QUESTION: We understand from the RFP that the awarded contractor will provide TEA with reports containing nationwide enrollment and graduation records from higher education institutions and TEA will be sharing the data securely with individual school districts to verify funding of outcomes bonuses and to support and audit post-secondary advising programs. Can you elaborate what data elements or reports will TEA share with the individual schools?

TEA RESPONSE: The purpose of the Q&A process is to clarify the solicitation itself and the procurement process. TEA is unable to provide additional information regarding the specific data elements or reports will TEA share with schools in connection with this solicitation.
