About this file
This document is an Amendment No. 1 to a Request for Proposal (RFP) issued by the City of Missouri City, Texas for Laboratory Testing of Wastewater. The RFP seeks a laboratory accredited by the State of Texas under the National Environmental Laboratory Accreditation Program (NELAP) to provide all necessary equipment, personnel, insurance, materials, supplies, and services to perform effluent and influent testing of discharged wastewater from the Steep Bank Flat Bank Creek Wastewater Treatment Plant. The amendment addresses questions related to analytical methods, sample collection, frequency, and deliverables. It confirms that the City will collect the samples, with effluent samples collected automatically and others collected by the lab's field personnel on scheduled days. The incumbent contractor is Envirodyne Laboratories, Inc.
The amendment specifies that both influent and effluent sampling and testing are required twice per week, with the extended pricing applying to services performed on an "as-needed basis". Whole Effluent Toxicity testing is required every six months, and sludge samples must be collected and analyzed weekly by the laboratory. The solicitation does not require a separate bid for biomonitoring, as it is covered under the scope of work.

The City of Missouri City (“CITY”), Texas has issued this Amendment No. 1 to the above-referenced RFP for the purposes of answering the following questions that were submitted to the CITY by the specified deadline:
Question 1: In Attachments C, D, and E can you specify the analytical methods which would comprise the “Fixed and Organic (Concentrations)” parameters for Influent samples?
Answer 1: The Laboratory shall determine what analytical methods are necessary to ensure full compliance with Exhibit A.
Question 2: Would samples be collected by City of Missouri staff?
Answer 2: All effluent samples are collected automatically by a refrigerated auto-sampler located on-site. Others are collected by the lab’s field personnel on consecutive scheduled days.
Question 3: Would samples be delivered to the contracted laboratory or would sample pick-ups be required?
Answer 3: The samples will be required to be picked up.
Question 4: Would the samples collected for E-Coli be collected daily (7-days per week)?
Answer 4: Daily.
Question 5: What would be the frequency of Influent sample collection?
Answer 5: Twice a week as is the effluent.
Question 6: Who is the incumbent contractor for this program?
Answer 6: Envirodyne Laboratories, Inc.

Question 7: The solicitation requests: “A laboratory that can provide all the necessary equipment, qualified personnel, insurance, materials, supplies, resources, reporting, and any other ancillary item(s) or service(s) needed to perform effluent and influent testing of discharged wastewater from the Steep Bank Flat Bank Creek Wastewater Treatment Plant (“WWTP”) located at 6310 Oilfield Rd Missouri City TX, 77459.”
Question: Does this solicitation also require the laboratory to collect and provide sampling services on-site as specified in [the] permit or will the City be collecting the samples and providing them to the Laboratory?
Answer 7: See Answer 2.
Question 8: If sampling services are required by the laboratory can you specify and confirm the frequency as per the permits on a weekly, daily basis for effluent1, effluent II and Final effluent, and grabs per location?
Answer 8: See Answer 5.
Question 9: Is whole Effluent Toxicity testing required as indicated in Permit and if so what frequency?
Answer 9: Yes. WET Testing is required for biomonitoring every six (6) months.
Question 10: Are Sludge samples required to be collected and analyzed annually?
Answer 10: Sludge samples are required to be collected by the Laboratory and analyzed weekly.
Question 11: Attachment C, D and E requests unit price and extended price in tables for influents. What is the sample quantity to be applied to the extended price?
Answer 11: Both influent and effluent sampling and testing are required twice per week.
The extended pricing is applicable when those services are performed on an “as-needed basis”.
Question 12: I was looking through the bid documentation and I see that the permit requires biomonitoring testing (pgs. 37-57 of the permit), however, the attachment price lists (exhibits C-E) in the bid document are only for chemistry analysis. Are you guys looking for a biomonitoring lab to bid as well?
Answer 12 (A): Yes, biomonitoring is required every six (6) months.
If so, should I create or alter the price sheets to reflect the permit needed for aquatic tests or is there another form? No, see Item 5 of Attachment B.
Answer 12 (B): No, see item 5 of Attachment B.
