About this file

This document is a Pre-Proposal Meeting Agenda for RFQ730-23086, a Request for Qualifications (RFQ) issued by the University of Houston for Construction Manager at Risk (CMAR) services for the renovation of Building 701 at the Texas Medical Center. The project scope includes a complete renovation of the 50,000 square foot, five-story building to house the University of Houston's Population Health Complex. The Pre-Submittal Meeting is mandatory, and qualifications are due on or before the Submittal Deadline. The HUB Subcontracting Goal for this project is 21.1%, and respondents must submit a HUB Subcontracting Plan (HSP) with their qualifications. The University's HUB Operations Department offers a courtesy review of HSPs with a 4-day turnaround time.

The document also provides an overview of the project, including the project site location, scope of work, and a reminder that all communication regarding the RFQ must go through the designated Point of Contact, Hasan Jamil. The document addresses frequently asked questions about the HSP requirement, subcontracting, and potential missed opportunities in the HSP submission process.

FREQUENTLY ASKED QUESTIONS AND ANSWERS

Yes. UH Purchasing Department has determined that subcontracting is probable for this contract.

How do we submit the HSP?

Respondents must return the HSP plan in a separate envelope, USB, and it must be sealed with the reference number.

What is the HUB Goal for this project?

The HUB Subcontracting Goal for this RFP is 21.1%.

Do we HAVE TO Subcontract?

Successful respondents will be required to make a good faith effort to award subcontracts in at least the specified percentage of the value of the awarded contract to historically underutilized businesses (HUBs).

Missed opportunities?

• Self Performing without Justification or adequate description; otherwise, your HSP can be deemed non-compliant

• Reaching out to non-responsive HUBs that were indicated in previous HSPs; hinders you from meeting the goal with having to go with a Non-HUB
