About this file

This document is a response to bidder questions for Solicitation No. 696-FD-23-B014-B, the Ferguson Water Treatment Plant project in Texas. The project involves constructing two new 150,000-gallon potable water storage tanks and a new 1.5 MGD potable water plant, including new foundations, cathodic protection, and all new piping and valves. Jacobs Engineering Group is the designer. The solicitation has a bid due date of September 15, 2023 at 3:00 PM. Responses address questions related to instrumentation details, control panels, MCC equipment, material storage, scheduling software, staffing requirements, stockpiling of earth, and American Iron and Steel requirements. An addendum was issued modifying specification 40 90 02.05 for the magnetic level indicator.

The solicitation is open to out-of-state bidders. The performance period is 600 calendar days, though bidders can propose an alternative duration. Weather days are calculated based on working days, not calendar days. Existing equipment and materials from the demolition must be salvaged for the owner. Material substitutions, such as metal wall panels for masonry, are generally not allowed. Reuse of existing soil is permitted with testing and approval.

LCP4210 on 09-N-006 is not included in specification 40 90 01. Please confirm if the PIC contractor is to provide this under this specification section?
Refer to specification 44 42 56.02 Section 2.2.E for the requirements of LCP4210. It is currently assumed that this may be provided by pump vendor, but the general contractor has ultimate decision on who supplies each item on this project.
5
MCC120 on 09-N-000 is not included in specification 40 90 01. Please confirm if the PIC contractor is to provide this under this specification section?
The general contractor has ultimate decision on who supplies each item on this project. The MCC120 shall be provided under specification 40 90 01 since the existing pump is currently controlled out of the existing control house which will be demolished.
6
Is the PIC contractor responsible for furnishing and installation of the level indicator LI 2001 on 09-N-009? Or will it be provided with the tank?
The general contractor has ultimate decision on who supplies each item on this project. Refer to the specification modification listed below regarding the magnetic level indicator. Refer to Detail 4091-025 added to new sheet 99-N-504.
7
LCP-X on 09-N-009 is not included in specification 40 90 01. Please confirm if the PIC contractor is to provide this under this specification section?
LCP-X on Sheet 09-N-009 is in error. This has been corrected to read LCP-2001 and has been added to the control panel schedule attached.
8
It states that “payment for Materials stored on & offsite must be scheduled for installation within 60 days of arrival on the job-site and is properly stored and protected”. Due to the current market conditions, can this be voided so that full payment for materials is accepted without having to fall within any number of days of installation? This mitigates a large amount of risk for both the Contractor & Owner on schedule delays.
Follow the terms of the contract solicitation.
9
Is Primavera (P6) scheduling software required? Can Microsoft Project be utilized instead?
Yes, Microsoft Project may be utilized.
10
Can the QC Manager be a Project Manager or Superintendent?
