About this file

This document is an Addendum to a Request for Proposal (RFP) issued by the Teacher Retirement System of Texas (TRS) for Healthcare Consulting Services, Solicitation No. TRS000412. The RFP seeks qualified vendors to provide consulting services related to TRS's healthcare programs, including expertise in plan design, pricing initiatives, clinical delivery, population health, procurement and contracting assistance, and vendor oversight. The proposal due date is August 7, 2023, at 5:00 p.m. CT. This Addendum provides answers to questions submitted during the question and answer period, including clarifications on the contract documents list, compliance with new regulations, auditing and monitoring requirements, and the timeline for selecting a new pharmacy consultant vendor.

The RFP indicates that TRS utilizes multiple consulting contractors and periodically solicits for these services. The contract documents list provided in the Addendum outlines the order of precedence for the various attachments that will be part of the final contract, including the scope of work, pricing form, key personnel, and relevant TRS policies and procedures. The contract does not include overpayment recovery or extrapolation of claims, but does allow for the evaluation of data analytics tools that support the consulting work or TRS's ability to analyze claim data.

1.
There is some duplication of attachment numbers in Section IX. Please provide clarification.
TRS has revised Section IX as a result of this comment. The revised Section IX. “Contract Documents List” is attached to this Addendum.
2.
With the passage of the Consolidated Appropriations Act, 2021, Gag Clauses, and HB711 Texas, transparency in to the plan has been codified. Will the RFP be revised to ensure compliance with the new regulations?
No, TRS will not be revising the RFP but respondents are welcome to propose consulting services in consideration of, or in alignment with, the stated laws.
3.
Will the audit of services and performance of HPA include an audit of 100% of medical claims data to ensure transparency compliance?
No, the focus of this solicitation is healthcare consulting services. Relevant audits are targeted or specialized, and past projects include implementation audits, case management reviews, and COVID adjudication logic.
4.
Would TRS be open to have a system that would monitor 100% of the claims data on a monthly basis to ensure errors and overbilling were caught in a timely manner? Monitoring it monthly allows for errors to be identified, corrected and recoupment to occur quickly. It also eliminates the need for annual monitoring.
Data analytic tools that support consulting work or TRS’ ability to analyze claim data is relevant to this procurement and TRS will evaluate tools proposed.
5.
With a limited audit, will TRS require extrapolation of all similar claims to be reviewed and credited back to the plan?
No, extrapolation is not considered.
6.
Will TRS require a detailed description on how the recovery of inappropriate payments are returned to the plan from the carrier?

Given limited audits are considered a Gag Clause and are not statistically valid, will TRS identify what is considered a statistically valid sample size?
The focus of this solicitation is healthcare consulting. Any audit projects resulting from this solicitation will be negotiated as part of the Statement of Work.
10.
Will TRS require a vendor to validate that identified errors are corrected within the carrier?
Validating that errors are corrected by the carrier may be required as part of a Statement of Work and can be further negotiated
11.
In the General Information section, TRS asks: “Provide the name, title, and phone number of the Respondent representative responsible for all communication with TRS on Technical Matters if awarded a contract.” Will you please provide an example of the type of question that might be sent to this person, so we can best determine the appropriate contact person?
The Technical Matters contact would be the person TRS would reach out to regarding the services described in the SOW. This person may be the same contact as the contact for Contractual Matters. Typically, there is one account manager who serves as the single point of contact for TRS, but in the event this is not the case, this section allows for Respondents to list a different contact.
