The Texas A&M University System RFP-05-3380 - CMAR Request for Proposals

Prairie View A&M University Teaching and Academic Student Support Services Facility

The Texas A&M University System Office of Facilities Planning & Construction (FP&C) on behalf of the Board of Regents of The Texas A&M University System (Owner) and Prairie View A&M University, is accepting proposals for the selection process to enter into a contract with a Construction Manager at Risk (CMAR) firm to provide pre-construction services such as constructability guidance, cost estimates, and construction schedules; provide a Guaranteed Maximum Price (GMP); and perform complete construction services consistent with the CMAR construction delivery process as utilized by The Texas A&M University System for the Teaching and Academic Student Support Services Facility project (#05-3380) located in Prairie View, Texas.

Creating a new Teaching and Academic Support Services building will develop a community hub that puts student success at a central and strategic location on campus and represents the future of student services on the Prairie View A&M campus. The existing student support services are currently spread across campus, making it difficult for students to receive a holistic and interdepartmental experience. The move to one building will open spaces in multiple buildings to be repurposed for other needs on campus. Within the project's scope, all vacated spaces will receive some level of cosmetic upgrades as the existing program moves elsewhere, except for the spaces vacated by Undergraduate Studies in the AI Thomas Building. The project will be constructed on the western edge of the main drive (LW Minor Street) in an already existing student services hub for the campus. The scope of work outlined within the Program of Requirements is intended to document the need for a flexible and adaptable student-focused building that pushes the envelope for teaching and student support.

The Planning Amount for the project is $44,922,833, which includes an Amount Available for Construction Contract (AACC) of $33,750,000. Fees, furnishings, other work, miscellaneous expenses, and contingencies make up the balance of the Planning Amount.

This RFP is the process for selecting a CMAR firm for the project as provided by Texas Education Code 51.782(e). The RFP provides the information necessary to prepare and submit Proposals including fee proposals and general conditions prices.

The Owner will rank the Respondents in the order that they provide the “best value” for the Owner based on the published selection criteria and on the ranking evaluations. Interviews of CMAR firms may follow at the Owner’s option.
