About this file

This is a Request for Information (RFI) issued by the Texas Health and Human Services Commission (HHSC) seeking information about interRAI Assessment Tool software solutions. The RFI seeks information to inform an upcoming Request for Offer (RFO) for licensed interRAI vendor services to develop an automated assessment instrument via a software as a service (SaaS) solution, specifically utilizing interRAI's Intellectual Disability module and Collaborative Action Plans. The RFI was released on December 28, 2021, with responses due by January 18, 2022 at 5:00 PM Central Time. This initiative is part of implementing House Bill 4533 which requires HHSC to develop and implement a STAR+PLUS Pilot Program (SP3) by September 1, 2023, to test Long-Term Services and Supports delivery for people with intellectual and developmental disabilities.

The RFI includes specific requirements for prospective vendors, including that they must be licensed with interRAI, have a developed interRAI ID module with English language version 9.0, and maintain servers and data storage within the continental United States. The RFI seeks detailed information about server hosting considerations, implementation timeframes, system integration capabilities, data storage elements, and vendor expectations regarding state agency support. No pricing information is requested as this is an information-gathering exercise only. The RFI explicitly states that responding is not a condition for eligibility in any subsequent solicitation and responses will not impact future proposal evaluations.

Texas Health and Human Services Commission RFI for interRAI Assessment Tool

RFI No. HHS0011268 Page 3 of 7

1. Introduction

House Bill (HB) 4533, 86th Legislature, Regular Session, 2019, amends Texas Government Code Chapter 534 and directs the development and implementation of a pilot through the STAR+PLUS Medicaid managed care program to test Long-Term Services and Supports (LTSS) for people with Intellectual and Developmental Disabilities (IDD) and people with similar functional needs as a person with IDD. This RFI seeks to gather information to inform an upcoming RFO associated with the pilot.

This RFI is issued solely for information and planning and does not constitute a Request for Offer (RFO) or a commitment on the part of the HHSC to conduct a solicitation for services in the future. Respondents are advised that HHSC will not pay for information submitted in response to this RFI, nor will HHSC compensate respondents for any costs incurred in the development or furnishing of a response.

HHSC is authorized to engage with vendors through this RFI by Texas Government Code Section 2155.090(b). HHSC will conduct this RFI and engage with the vendor community in accordance with the Health and Human Services (HHS) Vendor Interaction Policy, available on the HHS website at https://hhs.texas.gov/sites/default/files/documents/doing-business-with-hhs/vendor-contract-information/vendor-interaction-policy.pdf.

1.1. Purpose

The purpose of the RFI is to gather information that will be used to inform an upcoming RFO to procure the services of a licensed interRAI vendor to develop the automated assessment instrument via a software as a service (SaaS) solution. The SaaS would build from interRAI’s Intellectual Disability (ID) module for the assessment of functional needs of pilot participants, and from interRAI ID Collaborative Action Plans for use with the ID module to identify pilot participants who may benefit from additional supports or services in specific areas and are designed to inform planning.

InterRAI is a collaborative consortium of software vendors (licensed interRAI vendors) that support assessments that capture key factors of a person’s life to assess certain needs including a person’s functional needs related to a restriction or limited ability to perform activities normally considered routine.

1.2. Background

HHSC is statutorily required from HB 4533, 86th Legislature, Regular Session, 2019, to develop and implement a pilot program to test the delivery of LTSS for people with IDD, traumatic brain injury that occurred after age 21, or people with similar functional needs as a person with IDD, through the STAR+PLUS Medicaid managed care program. The https://hhs.texas.gov/sites/default/files/documents/doing-business-with-hhs/vendor-contract-information/vendor-interaction-policy.pdf https://hhs.texas.gov/sites/default/files/documents/doing-business-with-hhs/vendor-contract-information/vendor-interaction-policy.pdf

RFI No. HHS0011268 Page 4 of 7 pilot must be implemented by September 1, 2023, operate for at least 24 months, and include an evaluation of the pilot.

The planning and design of the pilot program is underway and referred to as the STAR+PLUS Pilot Program (SP3). The pilot requires pilot participants to receive the type, intensity, and range of services that is both appropriate and available, based on the person's functional needs and person-centered planning.

HHSC is pursuing the use of the interRAI ID and the interRAI ID Collaborative Action Plan(s) in support of the legislative direction to develop and implement a comprehensive assessment for people with IDD as needed to ensure that each individual receives appropriate resources.

HHSC is pursuing prospective vendors that are licensed with interRAI and must already have a developed interRAI ID module that has the English language version of the latest module v9.0. Additionally, prospective vendors who meet this criterion must have their servers and all data storage located in the continental U.S. per Texas Health and Human Services (HHS) policy. See HHS Information Security, specifically Appendix B-C: HHS Information Security Controls (https://www.hhs.texas.gov/sites/default/files/documents/doing-business-with-hhs/contracting/information-security-controls.pdf).

Solution considerations for interfacing between systems is in early phases and may be further developed with consideration of responses received from this RFI.
