About this file

This document is a Respondent's Certification form for the Teachers Retirement System of Texas (TRS), outlining comprehensive legal and ethical compliance requirements for potential contractors. The certification requires respondents to affirm multiple statements regarding business practices, conflicts of interest, tax status, and legal standing, including declarations about not offering inappropriate benefits to public servants, disclosing financial interests, maintaining compliance with state and federal regulations, and verifying the respondent's eligibility to conduct business with TRS.

The certification covers critical compliance areas such as antitrust law adherence, child support obligations, franchise tax status, licensing requirements, and prohibitions against doing business with specified entities like Iran, Sudan, or terrorist organizations. Respondents must also disclose any potential conflicts of interest, including relationships with TRS employees, past employment connections, and any criminal or civil penalties related to federal contracts. The document emphasizes that false or misleading certifications may result in disqualification, contract termination, and potential administrative or criminal penalties, underscoring the rigorous standards TRS applies to its contracting process.
