About this file

This document is a vendor information guide for the Texas Department of Public Safety (DPS) Online Bid Room, which serves as an optional electronic submission platform for state and local solicitations. The file provides instructions for vendors to register and submit responses to solicitations, including the Alcohol and Drug Testing Services contract opportunity. Vendors interested in responding to solicitations must first register at the DPS Online Bid Room portal, a two-step process that can take up to two business days to receive login credentials via email. Once registered, vendors can access solicitation opportunities and submit electronic responses by the deadline specified in the solicitation package. The document emphasizes that late submissions are not accepted and that vendors must allow sufficient time for registration before the response due date to avoid disqualification.

The file notes that use of the DPS Online Bid Room is optional and subject to all terms and conditions outlined in the solicitation package, with electronic submissions receiving confirmation through the system. Vendors are directed to review the complete solicitation package, including all exhibits, and to contact the DPS point of contact identified in the solicitation for any questions. The document provides links to vendor resources including a tutorial, user guide, frequently asked questions, and support contact information. Importantly, any technical difficulties encountered during electronic submission through the Online Bid Room do not constitute grounds for protest of a contract award.
