About this file

This is a Statement of Work (SOW) for construction services issued by the Lower Colorado River Authority (LCRA) in Texas for paving services under a Master Service Agreement (MSA). The SOW comprehensively outlines multiple categories of pavement and site work including pavement assessment and planning support, new asphalt construction, overlays and resurfacing, reconstruction and rehabilitation, pavement repair and patching, preventive maintenance and surface treatments, concrete paving and flatwork, aggregate and unpaved surface work, substation yard surfacing, drainage and site appurtenances, pavement markings and signage, traffic control, and emergency response capabilities. The contractor shall furnish all labor, supervision, materials, equipment, tools, transportation, mobilization, traffic control, testing, permits, and disposal necessary to perform work in a first-class, workmanlike manner across all LCRA-owned, leased, operated, or managed property as identified on the coverage map in Exhibit A. The contractor must maintain 24/7 emergency call-out capability with defined response times for flood events, storm damage, and other critical infrastructure emergencies, and must provide guaranteed response times for both emergency and planned outage-driven work.

All work shall conform to the most current editions of applicable standards in order of precedence: the SOW and project drawings/specifications, LCRA standards and specifications, TxDOT Standard Specifications, City of Austin and Travis County specifications where applicable, the Texas Manual on Uniform Traffic Control Devices, ADA Standards and Texas Accessibility Standards, ASTM/AASHTO/ACI standards, and manufacturer's written instructions. Materials must be new from approved sources and supported by mix designs, certifications, and test reports submitted for LCRA review prior to placement. Recycled and sustainable materials such as reclaimed asphalt pavement, recycled asphalt shingles, recycled crushed concrete, and warm-mix asphalt may be proposed subject to LCRA approval and specification limits.

· Subgrade stabilization (lime, cement, fly ash) and geotextile or geogrid installation.

· Flexible base placement (crushed limestone, recycled crushed concrete), fine grading and compaction.

· Prime coat, tack coat, and hot-mix asphaltic concrete (HMAC) placement in specified lifts and mix designs.

· Construction of new parking lots, drive aisles, access roads, turnarounds, pads and shoulders.

Overlays, Milling and Resurfacing

· Cold milling / planing to specified depth and cross-slope, including edge milling and butt joints at tie-ins.

· Mill-and-overlay and structural overlays with leveling courses as required.

· Surface preparation, cleaning, tack application and joint construction.

· Adjustment of manholes, valve boxes, cleanouts, grates, ground rods and other appurtenances to finished grade.

· Feathering, transitions and matching at gutters, aprons, thresholds and existing pavement.

Reconstruction and Rehabilitation

· Full-depth pavement reconstruction, including removal and replacement of base and subgrade.

· Full-depth reclamation (FDR) and cold in-place recycling where suitable.

· Pulverization and re-stabilization of failed sections.

· Correction of grade, drainage, ponding and cross-slope deficiencies.

Pavement Repair and Patching

· Full-depth and partial-depth saw-cut patching of potholes, alligator cracking, rutting, shoving and base failures.

· Skin patching, leveling and edge repair; utility cut restoration.

· Cold-patch and temporary repairs for interim or emergency conditions.

· Repair of settlement and failures at trench crossings, culverts and structure interfaces.

Preventive Maintenance and Surface Treatments

· Crack routing, cleaning and hot-pour or cold-applied crack sealing.

· Seal coat / chip seal, fog seal, scrub seal and sand seal.

· Slurry seal and micro-surfacing.

· Asphalt emulsion and coal-tar-free sealcoating of parking areas.

· Sweeping, power washing, vegetation control at pavement edges and joints, and debris removal.

Concrete Paving and Flatwork

· Portland cement concrete (PCC) paving for drives, heavy-duty pads, dumpster and transformer pads, aprons and truck turnarounds.

· Curb, gutter, curb-and-gutter, valley gutters, ribbon curb and wheel stops.

· Sidewalks, shared-use paths, thresholds, stoops, steps and handrails.

· ADA/TAS-compliant curb ramps, detectable warning surfaces, accessible parking, and accessible route corrections.

· Joint sealing, joint repair, slab replacement, spall repair, and concrete grinding or slab-jacking to correct trip hazards.

· Repairs to sidewalks, pavers, retaining walls and other concrete structures.

Aggregate, Gravel and Unpaved Surfaces

· Construction, regrading, reshaping and re-crowning of aggregate access roads and yards.

· Placement of flexible base, crushed rock, and all-weather surfacing for transmission line and substation access.

· Grading, ditching, culvert installation and cleaning to restore drainage and prevent washout.

· Dust suppression, soil stabilization, and erosion control on unpaved surfaces.

· Low-water crossings, stabilized construction entrances, and temporary haul roads.

Substation Yard Surfacing

· Placement, replenishment and regrading of crushed-rock surfacing inside substation fence lines to specified depth and resistivity requirements.
