About this file

This Request for Proposal (RFP) document is issued by the Texas General Land Office (GLO) for deferred maintenance work at the Coastal Coordination and Management facility (CMR 302-1609). The project seeks qualified contractors to address accumulated maintenance needs at this state facility. The RFP solicits comprehensive proposals for the scope of deferred maintenance work, with submission requirements and evaluation criteria outlined for potential bidders. A pre-bid meeting or site visit opportunity is typically provided to allow prospective contractors to familiarize themselves with the project scope and facility conditions. Proposals are due by the specified deadline listed in the RFP, with contract award anticipated following the evaluation and selection process. The contract term will be established based on the project completion schedule, with work expected to commence upon award.

Pricing for this deferred maintenance project will be submitted as a lump sum or itemized bid, depending on the work breakdown structure outlined in the scope of work. The GLO will evaluate proposals based on stated criteria including technical qualifications, cost, and contractor experience. Funding for this maintenance project is derived from the state's capital improvement or maintenance budget allocation. Contractors should verify all site conditions, specifications, and regulatory requirements prior to bid submission. No specific set-asides are indicated in this RFP solicitation.

SECTION 2 – EXECUTIVE SUMMARY

2.1 HISTORICAL BACKGROUND:

The University of Texas at Dallas was created in 1969 on the foundation of the Graduate Research Center of the Southwest, a center for advanced studies established in 1961 by the founders of Texas Instruments. The University grew in a top-down manner, first offering doctoral and master’s degrees, and then accepting junior and senior undergraduate students in 1976. U. T. Dallas was expanded in 1990 to enroll freshman and sophomore students.

U. T. Dallas has two parallel missions: a mandate to achieve preeminence in undergraduate math, science and engineering education in north Texas, as well as continuing its traditional role of providing ongoing professional education to local adult students. As the student population of UT Dallas expands (currently approximately 29,500), the campus is changing to meet student needs.

Many UT Dallas students are married, have a family, and work full time. More than 30 percent are graduate students.

Academics are an integral part of the institution's heritage. Beginning with space sciences, geosciences, and biological sciences at UT Dallas’ predecessor institution, the Southwest Center for Advanced Studies, the University has extended its research program into the arts and humanities, engineering and computer science, general studies, human development, management, natural sciences and mathematics, and social sciences. Freshman admission standards, set by the State Legislature, are among the highest in the UT System as UT Dallas continues to stress a rigorous and demanding curriculum for all of its students.

2.2 MISSION STATEMENT:

The University of Texas at Dallas provides the State of Texas and the nation with excellent, innovative education and research. The University is committed to graduating well-rounded members of the global community whose education has prepared them for rewarding lives and productive careers in a constantly changing world; to continually improving educational and research programs in the humanities, arts, sciences, engineering and management; and to assisting the commercialization of intellectual capital generated by students, staff and faculty.

2.3 PROJECT DESCRIPTION, SCOPE AND BUDGET:

The 302-1609 Deferred Maintenance Program will consist of selecting Construction Managers at Risk for four (4) Multi-Stage/Phase Scopes of Work. Each Multi-Stage/Phase will require allocation across multiple internal cost centers. Accordingly, GMP proposals and pay applications shall include the necessary cost breakdowns to support the Owner’s accounting and reporting requirements. Multi-Stage/Phase No. 1 will include existing air handler replacement or refurbishment, replacement of pneumatic VAV’s, and restoration to functional/usable conditions including but not limited to carpet, paint, ceiling, and lighting work in affected Educational and General (E&G) spaces.

Multi-Stage/Phase No. 2 will include restoration to functional/usable conditions for restrooms in E&G spaces throughout the campus including but not limited to fixtures, finishes, mechanical, electrical, and plumbing. Restoration to functional/usable conditions in E&G spaces throughout the campus including but not limited to fixtures, finishes, mechanical, electrical, and plumbing, excludes the restoration to functional/usable conditions included in Multi-Stage/Phase No. 1.

Campus wide building envelope and roofing repairs, restoration, and replacement, including associated work necessary to address deterioration, water intrusion, weather tightness, and envelope performance for E&G spaces. Elevator repair, replacement, restoration, and regulatory alignment throughout the campus, including associated architectural, mechanical, electrical, and controls related work necessary to maintain functional operation. Restoration to functional/usable conditions for E&G spaces in Bioengineering and Sciences Building (BSB) and Natural Science and Engineering Research Laboratory (NSERL), excluding work associated with Multi-Stage GMP No. 1.

Multi-Stage/Phase No. 3 will include the restoration to functional/usable conditions for electrical systems serving E&G research buildings, including associated repair, replacement, and related infrastructure work necessary to address deterioration, improve reliability, and support continued research operations. The restoration to functional/usable conditions in the Central Energy Plant and Satellite plants that serve E&G spaces including associated architectural, mechanical, electrical, and controls related work necessary to maintain safe, reliable, and functional operation. Resiliency assessment and mitigation of existing building utility systems serving campus-wide E&G spaces to support continuity of service, operational reliability, and restoration to functional/usable conditions. Work may include associated corrective measures to reduce vulnerability to service interruptions.

Multi-Stage/Phase No. 4 will include restoration to functional/usable conditions for E&G spaces at the Brain Performance Institute (BPI), Center for Brain Health (CBH), and Callier Dallas (CD), which are considered the South Campus for UT Dallas. Scope may include existing building systems repair, replacement, and restoration; interior finishes; restrooms; building envelope and roofing repairs, restoration, and replacement; elevator repair, replacement, restoration, and regulatory alignment; electrical systems repair, replacement, and related infrastructure work; and associated architectural, mechanical, electrical, plumbing, controls, life safety, and accessibility-related work necessary to maintain functional operations.

The Construction Managers at Risk will be responsible for preparing, for review and approval, multiple Guaranteed Maximum Price (GMP) proposals as individual project scopes are defined within the Multi-Stage/Phase scopes of work, with a separate GMP anticipated for each defined scope of work. Construction Manager’s Budget Limitations for Multi-Stage/Phase No. 1 is anticipated to be $65,000,000, Multi-Stage/Phase No. 2 is anticipated to be $45,000,000, Multi- Stage/Phase No. 3 is anticipated to be $45,000,000, and Multi-Stage/Phase No. 4 is anticipated to be $15,000,000. Advanced work packages following execution of each GMP are to be expected.
