About this file

This is a Request for Quotes (RFQ) issued by the West Travis County Public Utility Agency (WTCPUA) for commercial diving services to clean two raw water intake wet wells located at 12114 Pleasant Panorama View, Austin, Texas. The project requires contractors to remove accumulated sediment, silt, organic material, and debris from both wet wells; clean accessible wall and floor surfaces; and properly dispose of removed materials. The work is anticipated to be completed during December 2026, with the wet wells cleaned sequentially to maintain raw water supply operations. Quotes are due November 3, 2026, by 12:00 PM, with public opening scheduled for 1:00 PM the same day. A site visit is strongly recommended before submission to verify field conditions, access, staging areas, and equipment requirements. The estimated material volume is approximately 20 cubic yards per wet well, though this quantity is not guaranteed. Quotes must include all labor, supervision, commercial diving services, equipment, pumping, containment, mobilization, demobilization, debris handling, and disposal costs.

Contractors must submit itemized quotes separated into seven line items: mobilization/demobilization, labor and dive services for each wet well, equipment rental, sediment handling and disposal, documentation services, and allowances or additional charges. Quote packages should identify the total lump-sum or not-to-exceed price, payment terms, assumptions, exclusions, quote validity period, crew size, proposed cleaning methods, containment approach, disposal method, and earliest mobilization date. Contractors must demonstrate experience with municipal raw water intakes and provide qualifications for dive supervisors and commercial dive teams. Insurance requirements include workers' compensation per statutory requirements, employers' liability as required by law, commercial general liability of $1,000,000 per occurrence/$2,000,000 aggregate, and commercial diving/maritime coverage as applicable. Quotes should be submitted in sealed format to Leo Cruz, Operations Manager, at 13215 Bee Cave Parkway, Building B, Suite 110, Bee Cave, Texas 78738, with all work subject to WTCPUA operational coordination and approval of shutdown, lockout, and return-to-service activities.
