About this file
This is an invitation document from the Houston-Galveston Area Council (H-GAC) regarding energy electricity aggregation professional broker services for state and local entities in Texas. The document solicits qualified brokers to provide professional services in electricity aggregation, enabling public entities to participate in competitive energy markets. The scope of work encompasses broker services that facilitate aggregated purchasing of electricity for participating governmental bodies. H-GAC functions as a cooperative purchasing consortium, allowing member organizations to leverage collective buying power in the energy sector. The invitation outlines participation requirements and service expectations for selected brokers who will represent member entities in electricity procurement activities.
The document establishes the framework for broker engagement through H-GAC's cooperative purchasing mechanism, which allows multiple Texas governmental entities to aggregate electricity purchases through qualified broker intermediaries. Selected brokers will be compensated based on established fee structures related to successful electricity procurement transactions and ongoing account management services. The arrangement enables participating public entities to achieve cost savings and market efficiency through consolidated purchasing power while maintaining individual entity autonomy in participation decisions. H-GAC's role as the coordinating consortium ensures standardized broker requirements, performance expectations, and compliance with applicable procurement regulations governing energy services for public entities in Texas.
