About this file
This is a guidance document provided by the State of Texas, through the Statewide Procurement Division (SPD) and Texas Department of Information Resources, to assist vendors in navigating the Veteran Heroes United in Business (VetHUB) search assistance program and the state's procurement classification system. The document explains the National Institute of Governmental Purchasing (NIGP) Commodity/Services Code system, which is the standardized classification method used by Texas to organize and match potential vendors with state procurement needs. The NIGP code structure divides all procurement classifications into two categories: Class Codes 001 to 899 for commodities and products, and Class Codes 900 to 999 for services. Respondents and bidders are directed to use the NIGP classitem numbering and descriptions to properly code their products or services when responding to state solicitations.
The document encourages bidders to familiarize themselves with the NIGP commodity code format and contents as they apply to the Centralized Master Bidders List (CMBL) search function. The CMBL is identified as the master database used by all Texas state purchasing entities to develop vendor mailing lists for bid distribution based on the specific products or services that vendors can provide to the State of Texas. Vendors can access the complete NIGP commodity code book and the CMBL search tool through the provided URLs, allowing them to identify relevant classification codes and register their business capabilities with the state's procurement system.
