About this file

This is a Design Criteria Package for the Student Health Center Expansion project at Texas State University in San Marcos, Texas. The project involves the design and expansion of an existing student health center through a 20,000 gross square foot, two-story addition that will consolidate health and well-being resources including University Health Services, Student Counseling Center, Care Center (Dean of Students), and Disability Services into a single location. The expansion will feature a new formal building entry and lobby, renovated pharmacy facilities, and a new pick-up/drop-off drive with parking. The design consultant must provide comprehensive architectural and engineering services including structural, mechanical/electrical/plumbing, civil, fire protection, audio-visual/information technology/security, landscape design, irrigation, signage, furniture layout coordination, project cost estimating, and Building Information Modeling (BIM) services. All design work must comply with Texas State University Design and Construction Standards unless approved variances are obtained during the design phase, and completed construction documents require review by the university's Resource Administration Services for compliance verification.

Texas State University will furnish the selected design consultant with boundary, topographic, utility, and tree surveys of the project site, along with a soils report and will provide materials testing and observations during construction, testing and balancing of HVAC and domestic hot water systems, commissioning of HVAC and plumbing systems, and building envelope testing as needed. The design consultant assumes responsibility for locating and protecting utilities, conducting underground utility locating measures including potholing, establishing line and grade, and all field surveying and layout required for construction. The designer must identify all structures, hardscape, paving, and landscaping for demolition and disposal, and specify all wayfinding, directional, and code-required signage in accordance with university guidelines. Construction will occur while the existing building remains occupied and operational, requiring close coordination with Student Health Center staff to maintain safe access, manage utility and construction disruptions, and coordinate construction staging, access, and parking arrangements.
