About this file
This is a Request for Proposal (RFP) for financial audit services issued by the Texas Education Agency (TEA) or related Texas educational entity for the 2026 audit year. The RFP solicits comprehensive audit services to examine financial statements, internal controls, and compliance with applicable laws and regulations. The proposal requires qualified independent auditors to conduct a complete financial audit in accordance with generally accepted auditing standards (GAAS) and the Single Audit Act where applicable. Respondents must submit proposals by the stated deadline, with specific requirements regarding auditor qualifications, experience with educational institutions, and technical approach to conducting the audit. The contract term covers the 2026 fiscal year audit, with the engagement to be completed and reported within timeframes established by state and federal requirements. Site visits and entrance conferences with entity officials will be scheduled to establish audit scope and expectations.
Pricing shall be submitted on a fixed-fee or time-and-materials basis as specified in the RFP instructions, with cost proposals evaluated alongside technical qualifications and experience. The engagement may include provisions for additional services or expanded scope work if identified during the audit process. Preferences may apply to firms meeting certain certifications or diversity set-asides established by Texas procurement regulations. The successful contractor will be required to maintain professional liability insurance, comply with audit independence standards, and provide audits in compliance with Texas Administrative Code requirements and applicable federal audit standards. Funding for the audit services derives from the entity's operational budget, with the contract potentially renewable for subsequent fiscal years based on performance and mutual agreement.
