About this file
This is an Attachment F evaluation document for RFP No. 304T-27-975M4.2 issued by the State of Texas for Emergency Ground Support Equipment Rentals. The RFP solicits rental equipment and services to support the state during declared emergencies, including forklifts, pallet jacks, trash pumps, light towers, generators, HVACs, hand wash stations, portable toilets, shower facilities, laundry services, and roll-off dumpsters. Respondents must demonstrate their ability to meet state needs, provide qualified liaison personnel, and deliver equipment within 24 hours of order receipt within designated disaster regions. The document establishes a total of 70 evaluation points distributed across three sections: Section A addresses proof of ability to meet state rental equipment needs (85% of available points), Section B evaluates respondent liaison qualifications (15% of available points), and Section C covers roll-off dumpster capacity and disaster response experience for respondents offering that service. Respondents must provide detailed documentation including historical rental dispatch data since 2018, operational scope and employee information, number of Texas locations, current inventory quantities for each equipment type, delivery capabilities, and information about available delivery drivers.
The evaluation criteria require respondents to document their Texas inventory and 24-hour delivery capacity for all listed equipment categories while excluding subcontractor equipment from inventory counts. For roll-off dumpster services, respondents must specify current truck inventory, 24-hour dispatch capacity, and past disaster response experience with supporting details. All respondents providing non-dumpster equipment must submit liaison personnel information including name, contact details, industry experience, emergency coordination experience, and relevant qualifications per Part A Section A.8.2. Respondents providing only roll-off dumpsters need only complete Section C and provide corresponding liaison documentation. Respondents offering both roll-off dumpsters and other equipment must respond to all three sections, with Sections A and B evaluated independently from Section C. The document emphasizes that all applicable sections must be clearly identified in separate narratives for proper evaluation consideration.
