About this file
This is a Request for Information (RFI) issued by the Texas Department of Public Safety (TXDPS), Homeland Security Division (HSD), seeking market research on omnidirectional, long-range, high-gain antennas designed to enhance remote operational capabilities along the Texas/Mexico border. The RFI specifically targets commercially available antenna solutions that integrate with existing cell-enabled, motion-activated camera systems to provide reliable multi-carrier cellular connectivity in deep fringe and low-coverage areas without requiring manual directional alignment. The RFI was issued on September 17, 2026, with questions and clarifications due by October 9, 2026, responses to clarifications due by October 20, 2026, and final RFI submissions due by November 3, 2026. The RFI process does not constitute a binding procurement commitment, and respondents are not considered bidders. All submissions must be made electronically through the TXDPS Online Bid Room, with vendors required to register in advance. Respondents may be requested to provide oral presentations or product demonstrations following the submission deadline at their own expense.
Respondents must address eight comprehensive question categories covering carrier and band compatibility (AT&T, Verizon, T-Mobile, Band 14/FirstNet, 4G LTE, and 5G support), visual and tactical profile specifications (low-visibility design, matte coatings, camouflage options), electrical and RF signal performance (peak gain, VSWR, impedance, radiation patterns), physical and environmental ruggedness (IP67 rating, operating temperatures to 120°F or higher, wind-load ratings), portability and deployment capabilities (weight, single-operator deployment, setup time, mounting compatibility), connectivity and cabling requirements (low-loss RF cables, male-to-female connectors, SMA/N-Type options), and documentation and verification (technical data sheets, independent test results, model numbers). The RFI requires respondents to provide a timetable for product configuration, deployment, testing, and acceptance. This RFI is informational only and creates no contractual obligation or commitment to procure; however, respondent staff must be capable of passing requisite background checks for access to DPS data systems. Lori Melcher, CTCD, CTCM, serves as the primary point of contact for the RFI.
